He supports both controlled growth and open space and he
felt that this proposed development violates each of those. He
felt the proposed development would create an undue burden on
Louisville's already overloaded services, such as, police
protection, fire protection, water, schools. He suggested that the
City Council conduct an impact study on the impact on these
services, the grading problem, and the erosion problem before any
decision is made. He suggested that Council put a moratorium on
water taps, with respect to this development, until a decision is
made and water taps are increased, so that this developer doesn't
slide in before that is done. He didn't want to lose the
recreational value of sled hill and the open space it provides. He
stated that he saw the black fox. He felt it should remain open
space or made into a park.

Patricia Carney, 1506 Fillmore Court, Louisville, CO, was concerned
about the Police force. She wondered if all of the empty police
cars sitting around Louisville were because Louisville lacks enough
police officers to fill these cars. She has made three (3) calls
to complain about a suspicious vehicle parked near her home that
may have poisoned her dog. To this day no officer has responded
and she wondered if this is a lack of police protection. Also, she
stated that there were 13 arrests this summer of children under 13
years of age. A man approached her the other day and inquired "Why
hasn't my son been arrested yet?", like that was the norm. She
wondered if that was the kind of reputation Louisville wanted as a
community.

Davidson stated that the empty police cars are part of Louisville's
speed awareness program, which is working effectively. He asked
Rod Leesman, Director of Public Safety, to contact Ms. Carney the
next day in relation to her complaint.

Davidson asked if the applicant wished to respond to the interested
parties.

John Jorgensen, Hurst & Associates, engineers for Ridgeview
Estates, 3055 - 47th Street, Boulder, CO, addressed the access on
South Boulder Road.
