SUBJECT: SOLID WASTE SERVICES DISCUSSION <br />DATE: APRIL 11, 2017 <br />PAGE3OF6 <br />Pros. <br />Cons: <br />Current PAYT pricing incentivizes diversion of waste from landfills and increases <br />recycling/compost. <br />PAYT pricing that provides for recycling AND composting in any size bin at no <br />additional cost would likely increase diversion of waste from landfills and <br />indirectly increase awareness of composting. <br />PAYT pricing does not provide for the lowest cost trash service. <br />PAYT pricing that includes both recycling and compost with no additional cost for <br />upsizing containers will make basic trash service more expensive. <br />Pickup Schedule <br />The City's solid waste collection day is currently every Thursday. In 2014, the City's <br />Solid Waste Services RFP allowed bidders to specify alternate schedules (day of the <br />week and/or multiple days of the week) on which trash, recycling, and compost would <br />be collected. Through that process it became apparent that allowing haulers to perform <br />collection Monday through Friday versus just on Thursday could provide a 15-20% <br />reduction in overall costs. <br />The Utility Committee and staff recommend providing for a base bid in the upcoming <br />RFP to maintain Thursday only collection of Solid Waste, plus ask for a bid alternate for <br />collection on a Monday — Friday schedule (but still have only one hauler). <br />Pros: <br />Schedule flexibility can provide the lowest cost solid waste collection service. <br />Cons: <br />Residents expressed a strong desire for Thursday only solid waste collection <br />during the 2014 RFP process. Confusion on how this was perceived at the time <br />may have affected the citizen response.
