City Council <br />Meeting Minutes <br />April 4, 2017 <br />Page 4 of 8 <br />Director DeJong stated staff recommends: <br />1 Working with the CTC Metro District to fund the traffic signals on 104th at both <br />Dillon Road and State Highway 42; <br />2 Working with CDOT to secure a warrant to signalize the 104th/SH 42 intersection <br />(Dillon Road is not a State Highway and thus does not require CDOT warrant); <br />3. Requesting DRCOG Transportation Infrastructure Project (TIP) funding and <br />working with RTD to implement transit service for CTC. <br />Director DeJong added if it is not possible to secure a warrant for the State <br />Highway/104th intersection to facilitate transit, as an alternative staff recommends <br />considering funding a portion of the connection in a future CIP, because the 96th Street <br />connection would provide other benefits in addition to facilitating transit service for CTC <br />Councilmember Loo stated having done business retention visits in the CTC she found <br />there are quite a few people employed in the CTC who could use transit options. <br />Councilmember Maloney felt there is a need for better access in CTC. He asked if the <br />two signals were added without the connector would that solve some of RTD's issues. <br />Deputy City Manager Balser stated the two traffic signals would need to be in place to <br />apply for the DRCOG grant for the transit service. Councilmember Maloney asked how <br />much City money will be needed. Director DeJong stated if the connector is needed the <br />City will need to fund probably over $1 million. Deputy City Manager Balser noted <br />additional funds would also be needed for the transit service local match. <br />Mayor Pro Tem Lipton asked when Council will pnontize projects for the DRCOG TIP <br />grants as this will need to be in the list with other City projects. Deputy City Manager <br />Balser stated in would be in the next year or so Mayor Pro Tem Lipton asked for a <br />traffic study for 96th Street as it is already crowded, and to look holistically at the system. <br />He added his support for first and final mile projects and encouraged the Metro District <br />to look at those and additional funding for the connector. <br />Councilmember Stolzmann stated DRCOG will be changing their TIP process and the <br />projects may be reviewed more at a county level rather than regionally The process <br />has not been finalized yet. She noted her support for RTD service in the CTC and how it <br />affects bus service in the rest of town. She agreed with Mayor Pro Tem Lipton the City <br />probably can't fund the connector in the current budget. <br />Councilmember Keany supported the two signals be installed and thanked the Metro <br />District for its commitment. He noted it is likely the City can't contribute to the connector <br />at this time. <br />Jim Vasbinder, Etkin Johnson Group, representing both Etkin Johnson and the CTC <br />Metro District, stated the idea for the connector came about because RTD originally <br />said it was needed for RTD to service the area. He noted the CTC has already donated <br />some of the right-of-way for the connector. Now RTD has said only the signals are <br />needed for transit service. The district still supports the connector as it would be <br />
