Staff provided pros and cons on the options in the packet information <br />Staff is looking for direction on this issue. <br />Councilmember Stolzmann stated the Comp Plan calls for a mix of housing and these <br />options might allow the City to be proactive about maintaining a diverse housing stock. <br />She noted providing incentives has been successful in other areas and should be <br />considered It is important to see what the land owners would like to do in the area As <br />prices increase, more development pressure is put on this area <br />Councilmember Maloney noted this policy discussion is important. There are people <br />who live there who could not afford to live in the City in any other property. We need to <br />respect the property owners' rights as well <br />Councilmember Leh stated affordable housing is critical to Louisville and increasingly <br />difficult to address <br />Mayor Pro Tem Lipton stated there are many issues to be weighed and noted if there <br />was a way for the many interests to come together it would be ideal. His greatest <br />concern is what if the affordable option is taken away for new development that is very <br />expensive. Mayor Muckle agreed. It will need to be done with everybody's interests in <br />mind. Mayor Pro Tem Lipton stated if in the long run the best use of the land may not be <br />a mobile home park, whatever is there should be affordable. <br />Councilmember Maloney noted if we do anything we will have to create a funding <br />source and how we do that will have to address what is reasonable or not Right now <br />the fiscal impact is speculation. <br />Councilmember Keany stated affordable housing is more and more a challenge; <br />however, we need to balance that with the property rights of the owner. Councilmember <br />Leh concurred. <br />Mayor Muckle summarized the Council is interested in moving forward with information <br />gathenng on this issue and continuing conversations to determine what ways might <br />benefit all affected parties He noted it is important to clarify to everyone this is not a <br />way to get rid of the park but rather to look at options. <br />Councilmember Loo stated we have to be careful in how we define "affordable housing" <br />as it may imply density to many residents. She agreed we need to move carefully to not <br />scare the existing residents. She added the City should reach out to the Boulder County <br />Housing Authority to see if they will partner with us to help fund whatever we do. <br />Councilmember Stolzmann suggested directing staff to speak with the owner of the <br />property as a start to determine if they are interested in doing anything or not. She <br />stated the next issue should be what the possible costs might be. This additional <br />information would be helpful <br />
