II. Planning Department Update: Rob Zuccaro wasn't able to come to the start of our <br />meeting, due to an overlapping commitment to speak with the Board of Adjustment. We <br />agreed to let him provide his report to us whenever he'd arrive later. As it turned out, he <br />wasn't able to come to our meeting until app 7:40pm, so we agreed to hear his presen- <br />tation at our March meeting. <br />III. Rotating Chair Discussion: The question is whether we should select a single <br />Chair -person to serve for the calendar year, instead of having our Chair change for each <br />month's meeting. We had a round -table discussion, with all members commenting. <br />Arguments in favor are that doing so will give us a single board member as a primary <br />contact for Staff, Council, and local residents who have questions/comments for our <br />board. That may improve our perceived accessibility, and reduce any frustrations in try- <br />ing to contact an appropriate spokesperson for us. <br />Arguments against are that we get very few such contacts from Staff or Council members <br />(outside of our liaisons), and queries from local residents get to us all now, via our Staff <br />liaisons. And our current practice allows each member to participate more fully, by chair- <br />ing up to two meetings each year. <br />If we choose to have a single Chairperson for each year, we'd first need to amend our <br />board's Bylaws. Further discussion and action to be deferred until our March meeting; <br />we'll review our current Bylaws and consider a sample draft revision at that time. <br />IV. Rec-Center Update: There seems to be just a 3 -week window for finalizing design <br />criteria for its upgrades. City Manager Malcolm Fleming wants to see some white -paper <br />studies of solar -thermal and geo-thermal options. But is there time to do such analyses <br />and keep to the design schedule? Can LSAB be used as a conduit for conveying public <br />concerns? If so, procedurally how? <br />A staff meeting is scheduled for Feb 24th; modifications to the Rec-Center's proposed <br />upgrades will be reviewed, some items may be cut. Savings there may be available to <br />add/expand some of the conservation/efficiency items. Water conservation and storm - <br />water issues should be considered <br />V. Update on Xcel's proposed Energy Action Plan for Louisville, Partners -in - <br />Energy program: At this time, a proposed MOU from Brendle Group/Xcel for a Louisville <br />energy conservation plan has been presented to the City (Malcolm Fleming). Once it's <br />signed by the City, we'll proceed with the next steps to announce and implement the plan. <br />From recent PUC meetings, via R J Harrington: our PiE goal is for 1% savings in three <br />sectors: business, residential, and government/public. Xcel expects to be at 35% <br />renewable -energy sources here by 2030. New considered Xcel tariffs on usage will <br />increase costs for certain levels /times of usage, and that can force savings behavior. <br />According to North American Windpower publication/website, Pueblo CO and Moab UT <br />have each recently pledged to commit to 100% renewable energy sources by the mid - <br />2030s (http://nawindpower.com/two-cities-in-the-four-corners-commit-to-100-renewables) . <br />According to Jay K and David S, the City will later have power -purchase agreements to <br />bring its total renewable -sources usage for City properties up to 50%. Some new <br />renewable -energy venues in Weld County are being considered. And the City is looking <br />at other options, like micro -turbines in our water -delivery pipelines from the mountain <br />reservoirs. <br />Brendle Group/Xcel staff members will proceed with separate planning sessions for our <br />business, residential, and public sectors, starting within the next month, with our program <br />to run for the next 12 -to -15 months. <br />
