Louisville City Council Meeting <br />July 1, 2003 <br />Page 4 of 6 <br /> <br />Lair noted Design Concepts and Land Management Staff propose aggressive public <br />input, planning approval, construction documents and specifications, bidding assistance, <br />and construction observation process. She explained some of the Recreation Center's <br />capital projects came in under budget and those funds could be used for the shortfall. <br /> <br />City Attorney Light reviewed the change in the agreement and suggested that the Mayor <br />be authorized to negotiate any changes in the contract. <br /> <br />COUNCIL COMMENTS <br /> <br />Keany asked if all the bids were in the same range. Lair stated the second lowest bid by <br />Wenk Associates, was approximately $100,000. Wenk Associates is a Denver based firm. <br /> <br />Keany if Design Concepts was the only local bidder. Lair responded yes. <br /> <br />Sisk stated his desire to review all bids and asked why the lowest bidder was not selected. <br />Lair stated the selection committee looked at the various components of the contractors, <br />such as engineering, ability to work with the public and through a public process. She <br />stated the committee objectively determined Design Concepts was the best firm. <br /> <br />Sisk asked the name of the lowest bidder. Lair responded The Planning Group/Britina <br />Design Group, a combined bid by two small firms for $89,900.00. Land Management <br />Project Manager Chuck Reno confirmed the selection committee looked very carefully at <br />all aspect of the projects. <br /> <br />Davidson asked for the City policy on receiving bids. Finance Director Laus stated the <br />City is not bound by the lowest bid and reserves the right to reject any and all bids. <br /> <br />Davidson suggested tabling this matter until the next meeting when City Manager Bill <br />Simmons would be available to respond to Council's questions. <br /> <br />Van Pelt voiced her knowledge of evaluating bids and stressed the importance of a <br />weighted system based on specific criteria. She emphasized the importance of evaluating <br />all aspects of a project and asked if a formal evaluation criteria and rating system was <br />used in the selection of a consultant for the Community Park Design project. <br /> <br />Lair stated no numerical rating system, was used, however, each member of the selection <br />committee utilized their expertise in their particular discipline. She voiced her opinion <br />that Design Concepts expertise was in the public planning process. <br /> <br />MOTION: Davidson moved that Council continue the Design Service Agreement for <br />Louisville Community Park, until the July 15, 2003 Council meeting, seconded by <br />Levihn.
