Chief Building Official Jones stated the <br />BCBOA has highlighted in the Council Communication the differences used in <br />the areas around Louisville to include, Boulder County, City of Boulder and <br />Longmont. Chief Building Official Jones also reviewed the various programs and <br />their definitions. <br /> <br />Boulder County uses the Home Energy Rating System (HERS) Program. They <br />contract with HERS certified inspectors and it currently applies to residential <br />property only. <br /> <br />City of Boulder has developed an Environmental Affairs Department and uses <br />their own Green Points Program which has mandated items, including HERS and <br />a points program. It is a mandatory program. Chief Building Official Jones said <br />that there has been push back from contractors for clarification on the points. <br />Contractors have had different answers to a question depending on if they ask <br />the Environmental Affairs Dept. or the Building Dept. <br /> <br />City of Longmont uses a points only program, which is a reduced points version <br />of the City of Boulder's original points program. <br /> <br />Chief Building Official Jones explained that the Built Green Colorado program is <br />specific to contractors and that only a percentage of homes built by a contractor <br />need to meet the criteria in order for the contractor to advertise as a Build Green <br />contractor. <br /> <br />Chief Building Official Jones stated that the Leadership in Energy and <br />Environmental Design (LEED) is not being used for residential because it is the <br />most restrictive. <br /> <br />Chief Building Official Jones said that the BCBOA recommends a voluntary <br />program at this point so that contractors meet some kind of Built Green Standard. <br />Chief Building Official Jones said that at this point in time the BCBOA is more <br />concerned with commercial building because most have no energy conservation <br />designs such as insulation in the walls, etc. <br /> <br />Mayor Sisk welcomed Chris Allison, City of Longmont's Chief of Building <br />Department. Mayor Sisk asked Mr. Allison to talk about the City of Longmont's <br />model. <br /> <br />Mr. Allison said that when he came to the City of Longmont he looked at what <br />they had and what would bring back savings to the City as well as looked at <br />models being used by other cities in the area. Mr. Allison said that used the City <br />of Boulder's model as the starting point and then ramped it down as much as <br />possible to make Longmont's mandatory program. Mr. Allison stated that in the <br />future they plan to look at the program to see what is working and what needs to <br />be revised. Mr. Allison said that ANSI will be coming out with a code book in <br />2009 which will incorporate green build and they will be looking at that to decide <br />if they will adopt the code as their green build program or use it as guidelines to <br />their current program.
