<br />City Council <br />Study Session Summary <br />June 24, 2008 <br />Page 5 of6 <br /> <br />generated or something has to be cut out that equals the cost of the new <br />position. <br /> <br />Mayor Sisk said that the budget needs to be looked at in its entirety before <br />coming to a conclusion on new position. Mayor Sisk said that Council is currently <br />reviewing the budget. <br /> <br />4. UpdatelDiscussion - Board of Adjustments (BOA) <br />William Cordell, BOA chair, gave a brief introduction about the BOA duties and <br />introduced the 2 other members attending the meeting. He informed the Council <br />that Gerard Kelly was moving to Lafayette and would be resigning effective July <br />20th. Mr. Cordell said that Mr. Kelly would be missed on the Board. Mr. Cordell <br />also said that they would need to replace Mr. Kelly. <br /> <br />Mayor Sisk explained that the BOA has an alternate member and that purpose of <br />the alternate was to take the place of a member that may resign for any particular <br />reason. Mayor Sisk added that a new member would be placed on Board during <br />the next Board/Commission appointments, which will take place at the end of the <br />year. <br /> <br />Mr. Cordell explained that there were 6 criteria for granting a variance and that <br />the criteria has not been changed in a long time. Mr. Cordell said that some of <br />the BOA members would like revisions to/clarification of the six criteria. James <br />Stuart, BOA member, said that the 3 members present were satisfied with the <br />current criteria, but that the 4 members not in attendance would like to see them <br />changed. Mr. Stuart felt that the changes to the criteria were to weaken them to <br />allow for more judgment by the members. Mr. Stuart felt that the BOA has done a <br />excellent job of using the current criteria to determine if an adjustment is <br />warranted. <br /> <br />Planning Director, Paul Wood suggested that the staff and BOA members <br />arrange a training session with the City Attorney to review the criteria and how <br />they should be applied. <br /> <br />Council Sackett indicated that he used to sit on the BOA and he thought it was <br />important to use common sense and good judgment with looking at cases. <br /> <br />Mayor Sisk thought that Director Wood's idea to have a training session was an <br />excellent idea. The three BOA members present thought that it was a good way <br />to proceed as well. <br /> <br />5. Discussion - Public Involvement Policy <br />City Manager Malcolm Fleming gave a brief introduction about the Public <br />Involvement Policy. City Manager Fleming said there was three parts to the <br />policy: 1) to demonstrate the importance of public involvement 2) to highlight that <br />everyone has a role in the process and 3) the Toolbox, which is a menu of things <br />the City can do to involve the public. <br /> <br />Mayor Sisk asked what else can the City do to engage more of the citizenry? <br />
