<br />City Council <br />Study Session Summary <br />June 24, 2008 <br />Page 4 of6 <br /> <br />Councilor Sackett said if that is the case then the City needs to get a program in <br />place due the new developments that have been approved and will begin <br />building in addition to the revitalization area in the downtown area. Councilor <br />Sackett thought that Board needed to take the initiative. <br /> <br />Mark Persichette, Louisville Resource Conservation Advisory Board (LRCAB), <br />said that his understanding is that commercial buildings do not practice green <br />built standards at all and thought that a stop-gap would be to amend the current <br />Building Codes and put into place criteria related to green build for commercial <br />buildings. Mr. Persichette also suggested that the City hire an additional staff <br />person for the Building & Safety Division while the City is going through the <br />higher building phase of the new developments and revitalization and then when <br />the building volume has slowed to go back to the current number of staff. <br /> <br />Chief Building Official Jones said that the BCBOA will have something in place <br />by this Fall and that changing the codes is not an easy task. Chief Building <br />Official Jones also wanted to clarify what the BCBOA means by voluntary - <br />someone wanting to build in Louisville would have to bring in something that they <br />are doing whether it is LEEDS, Green Points, HERS, etc. <br /> <br />3. Discussion - Louisville Resource Conservation Advisory Board (LRCAB) <br /> <br />Mark Persichetti, LRCAB, said that LRCAB has five areas that they would like to <br />see take place and to assist the City with implementing, which are: <br />1) add a Natural Environment section to the City's Comprehensive Plan during <br />the upcoming revision. Mr. Persichetti said that LRCAB had created a plan <br />but that it was not completed in time for the first Comprehensive Plan <br />2) Review the Sustainable Energy Plan (SEP) and identify and recommend <br />areas that the City should adopt <br />3) Support the City's efforts in implementing a single-hauler trash collection and <br />recycling program, which will reduce costs to the end user, lower air and <br />noise pollution in the City, improve recycling and lower landfill waste, and <br />save the City costs in road repair. <br />4) Research compost containers to determine which are allowed as 'acceptable' <br />in the City, as well as review the City ordinances pertaining the composting <br />5) Recommend and assist the City with implementing a Green Points system <br />that is a City run program. A City run would give the City the ability to place <br />more points on what the City feels is important and can be revised as <br />needed. <br /> <br />Mayor Pro Tem Marsella thanked Mr. Persichetti for presenting the information in <br />a concise format. Mayor Pro Tem Marsella agreed that this may be the time to <br />hire additional Building & Safety Staff with the Takoda development, <br />ConocoPhillips, new buildings in the CTC, etc. <br /> <br />Councilor Sackett stated that when working with a tight budget as the City is in <br />order to add something new like a position, either additional revenue needs to be <br />
