ORDINANCE NO. 1091, SERIES 1992 - AMENDING SERVICE EXPANSION FEES - <br />1ST READING - SET PUBLIC HEARING (12/01/92) <br /> <br />Griffiths read by title only Ordinance No. 1091, Series 1992, "An <br />ordinance concerning the capital improvement fee of the City of <br />Louisville, Colorado." <br /> <br />Chuck Bellock, 525 Highland Avenue, Boulder, CO, representing the <br />Boulder/Louisville Homebuilder's Association, urged Council that an <br />appropriate rate study be done. He was concerned that the City has <br />a Water Engineer who was not been consulted on the water tap fees. <br />He urged Council to read the Loveland rate study and any city in <br />Colorado's rate study in relation to Service Expansion fees before <br />passing judgement on this item. He stated that fair justification <br />is all he's asking for. <br /> <br />Davidson called for Council comments. <br /> <br />Annette Brand, City Administrator <br /> <br />Brand: <br /> <br />The staff has not said at any time <br />that it isn't capable of doing this. <br />What we have said is we have not had <br />the time to invest in this effort, <br />at this point, to do it that <br />thoroughly. Given until the second <br />Work Session in February, we <br />certainly could do that. Chris <br />Miller has looked at the Loveland <br />study again and we were using an <br />informal methodology that tracts <br />exactly the methodology that <br />Loveland used in its official study. <br /> <br />Mayer had a chance to review the number in some detail and he found <br />a whole host of items that he feels are growth related that haven't <br />been included, such as: <br /> <br />1.) <br />2.) <br /> <br />3.) <br /> <br />4.) <br /> <br />5.) <br /> <br />6.) <br /> <br />7.) <br /> <br />The park at the Meadows, which is heavily growth related; <br />Small parks for new development, which probably will <br />occur with future residential development; <br />Ball fields, the amount assessed for ball fields to <br />growth is probably too low; <br />The Recreation Center park is completely not growth <br />related and a certain amount of that would be similar <br />with the Cemetery; <br />Heritage Park expansion, that's in an area of town that <br />is growing rapidly; <br />The initial capital purchase for Police cars, snow plows, <br />additional trucks; ~ <br />Missing revenue from Golf Course homes. A certain amount <br />of the service expansion fee for homes at the Golf Course <br /> <br />20 <br /> <br /> <br />
