city limits.

Sisk:

Does that mean that it is a
necessity that they be purchased
through the State or can the local
retailers be given consideration?

Phare:

Everyone gives their best price to
the State once a year and you use
that. It saves administrative
expenses in getting quotes each time
you get a tire or whatever.

Mayer moved that Council approve the 1992 Amended Expenditures
list, as specified on sheet given to Council this evening (SEE
ATTACHED). Seconded by Howard.

Annette Brand, City Administrator.

Brand:

That would be minus the $21,650.00
and the $39,075.00, which were
approved on the 17th.

Mayer and Howard agreed. Roll call was taken. Motion passed by a
6 -- 0 vote.

DISCUSSION/DIRECTION: 1992 AMENDED BUDGET

Susan Griffiths, City Attorney, stated, concerning Amendment 1,
that she has attended a workshop put on by the Special District
Association and Scott Ross had attended an all day workshop put on
by the County Association. They are all intending to go to the
CML's Workshop on Amendment 1 next week. Each workshop has
additional information and material describing how they all think
Amendment 1 is operating. She felt the CML summary of Amendment 1
is the best summary, which she gave to each Councilperson. She
stated that it's preliminary and likely will change, because
they're learning more all the time. She explained that the final
date for action by the City will be December 14, 1992, because the
City must certify the mill levy to the County on the 15th, so the
final documents Council sees may vary somewhat from tonight, but
she thinks the information Council received this evening highlights
some of the issues that will be resolved by the 14th.

Sharon Asti-Caranci, Finance Director, reviewed the draft copy of
the Budget, which she had handed out to the Council. She handed
out another portion on how to calculate the local growth rate,
which she reviewed.

Griffiths:

The City needs to calculate its
local growth rate under Amendment
No. 1 in order to be able to

3
