Revitalization Commission
Minutes
April 10, 2017
Reports of Commission
None
Business Matters of Commission
Resolution 2017 — 01 A Resolution Adopting an Amended Annual Budget and
Appropriating Expenditures for Fiscal Year 2017
Public Hearing
Chair Fisher opened the Public Hearing
Staff Presentation
Economic Development Director Aaron DeJong said that after reconciliation of the 2016
budget, certain items from 2016 need to be carried forward. We know more about Delo
project, specifically the detention pond. The LRC agreed previously to reallocate
detention pond funds to South Street reconstruction if not needed for the detention
project.
DeJong reviewed the 2016 budget versus actual expenditures in the packet.
DeJong reviewed the 2017 Amended Budget which is included in the packet.
Public Comment
none
Close Public Hearing
Chair Fisher closed the Public Hearing
Commissioner Discussion
None
Action on Resolution 2017-01
Motion to approve 2017-01 made by Rob Lathrop. Tofte seconded. All in favor.
Draft Downtown Parking Analysis RFP
The parking analysis RFP was sent to DRCOG. The scope fits the intent of grant funds.
DeJong reviewed the RFP. Time frame is longer than previously discussed. DRCOG
award will be known in August or September. If we are awarded, we will need an IGA
between the City and DRCOG. That takes time because of all the agencies involved.
Thus, RFP would be released in spring of 2018. That will be good because items on
east side of tracks will be more complete. If not awarded funds by DRCOG, the LRC can
still go to Council for approval of a parking RFP analysis.
Commissioner Gorsevski will provide his redline suggestions of the RFP to DeJong.
The RFP will go to Council once we know if we get DRCOG funding.
3
