Library Board of Trustees <br />MEETING MINUTES—DRAFT <br />March 9, 2017 <br />Page 3 of 4 <br />The Foundation Board is also in the process of evaluating why the used book sale is <br />not generating as much revenue as it has in the past. It was suggested that used <br />book sales could also be conducted as part of outreach efforts at Chamber of <br />Commerce events and Farmers Market. <br />C. 2017 Work Plan <br />Beth referenced the 2017 plan included in the Board packet and briefly reviewed Goal 1 <br />with the Boards. <br />D. Colorado Standards for Public Libraries <br />Beth noted that the Louisville Public Library scores very well on key performance <br />measures used in these standards including Circulation per Capita and Turnover of Items <br />in the Collection. Louisville ranks 8 out of 12 with respect to expenditures on library <br />materials. <br />Beth also distributed a community engagement matrix—for library directors, boards, and <br />friends groups—which was available via a link in the electronic version of the standards <br />document. She also noted that many of the roles described for library boards are geared <br />more to library districts than to municipal libraries. <br />VIII. Ongoing Business <br />A. Louisville City Council update (Ashley Stolzmann) <br />Ashley noted that the McCaslin Small Area Plan has been approved. This represents a <br />very long process and a significant amount of Council's time over the past couple of <br />years. The Council is now turning to approving bonds to be issued for construction of the <br />new Recreation/Senior Center. This is of high importance because interest rates have <br />been rising. <br />In conjunction with changes in the status of the work of some boards, for example the <br />Golf Course Advisory Board, a new board that incorporates several Parks Et Recreation <br />divisions may be adopted. <br />Other issues coming before Council include: <br />• Construction of a new access road to Hwy. 42 in the CTC <br />• A decibels -based noise ordinance <br />o The current ordinance makes it very difficult to determine and enforce <br />violations <br />• Construction of a parking structure and whether and how to charge for parking <br />• Potential projects to bury power lines in some areas <br />• Developing an RFP for a new solid waste contract <br />o Council will be asking for public comment <br />Ashley also noted that the new municipal judge will be attending some upcoming Council <br />meetings and recommended that Board members find an opportunity to meet her. <br />
