Louisville <br />COLORADO • S1NC <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 111 <br />SUBJECT: <br />DISCUSSION — POLICE DEPARTMENT MASTER PLAN <br />INCLUDING COMPENSATION AND BENEFITS <br />DATE: MAY 9, 2017 <br />PRESENTED BY: KATHLEEN HIX, HUMAN RESOURCES DIRECTOR <br />DAVE HAYES, CHIEF OF POLICE <br />MALCOLM FLEMING, CITY MANAGER <br />HEATHER BALSER, DEPUTY CITY MANAGER <br />SUMMARY: <br />In September of 2016, Police Chief Dave Hayes presented a Police Department Master <br />Plan representing a 5-7 year strategy for effectively providing public safety services in <br />Louisville. City Council requested additional information before adopting the Master <br />Plan, including data showing how Louisville compares with other communities. <br />In March of 2017, City Council reviewed Livable Wage options presented to City Council <br />during a Study Session. Staff presented 6 options, and Council requested additional <br />information to be brought back as part of the 2018 Budget discussion, including <br />information on the possibility of adding health, dental, vision, and retirement benefits for <br />employees working 20 - 29 hours per week, as well as adding the City of Boulder and <br />other jurisdictions within a 20 -mile radius of Louisville to the list of jurisdictions staff <br />includes in the annual Louisville Labor Market salary survey process. <br />Information regarding adding the City of Boulder to the Labor Market salary survey <br />process is provided in detail below with regard to the Police Department positions. <br />Additional information is provided regarding adding other cities within a 20 mile radius of <br />Louisville which would include the cities of Thornton (19 miles), Federal Heights (15 <br />miles), Northglenn (18 miles), Westminster (14 miles), Arvada (14 miles), and Wheat <br />Ridge (19 miles). Several options for enhancing the City's retirement benefits are also <br />provided below for review and consideration. <br />Since aspects of the compensation and benefits issues are interrelated with staffing <br />proposed in the Police Department Master Plan and with the ability to attract and retain <br />Police staff, staff is bringing both of these matters to Council for this study session to <br />provide an opportunity to review and discuss the revised Master Plan in the context of <br />compensation and benefits issues. Based on Council comments and questions, staff will <br />prepare final drafts of this information for Council consideration on June 6th. <br />BACKGROUND: <br />Compensation Background <br />For most employees, one of the first things they look at when considering a position is <br />how much they will be paid.
