SUBJECT: POLICE MASTER PLAN WITH COMPENSATION AND BENEFITS <br />DATE: MAY 9, 2017 <br />PAGE 2 OF 17 <br />pay for a position is competitive. The City of Louisville reviews each position on an <br />annual basis to determine that as well. Currently, the City of Louisville Labor Market <br />includes the following cities/towns: <br />1. Brighton <br />2. Broomfield <br />3. Commerce City <br />4. Englewood <br />5. Erie <br />6. Golden <br />7. Lafayette <br />8. Littleton <br />9. Longmont. <br />These cities/towns were chosen because their population size, number of employees, <br />size of their budget, and/or recruiting area is similar to Louisville in one or more of the <br />components. <br />The Cities of Boulder, Thornton, Westminster, and Arvada, have not been included in <br />the Labor Market Study due to the size of their budget and the number of employees in <br />comparison to Louisville. Federal Heights, Northglenn, and Wheat Ridge have not been <br />included in the Total Compensation equation because they have not historically been <br />areas from which we recruit many candidates for positions. <br />Option 1: Add the City of Boulder to our Labor Market cities for Sworn Officer <br />positions. <br />Pros: <br />Louisville employees often wonder why the City of Boulder is not included in our <br />Labor Market cities due to its close proximity. Louisville employees believe we <br />are in direct competition with the City of Boulder for employees and believe <br />Boulder pays higher wages. Adding the City of Boulder into our existing Labor <br />Market cities, would answer that concern for many employees. <br />The City of Boulder recently implemented the Self -Sufficiency Standard (SSS), <br />and including Boulder as a comparable would reflect those salary ranges and <br />incrementally adjust our wages in line with the SSS. <br />The City of Boulder's Police Department has collective bargaining and therefore <br />total compensation analysis is done at the time of contract renewal. <br />Currently, there are no positions in the Louisville Police Department that are <br />below the City of Boulder's SSS wage of $15.67 per hour. <br />CITY COUNCIL COMMUNICATION <br />
