City Council <br />Meeting Minutes <br />June 13, 2017 <br />Page 4 of 11 <br />Chris Kastelic, Sink Combs Dethlefs, stated the existing building was built on concrete <br />slabs on grade, placed on recompacted soil. He stated the new soils report states there <br />are expansive clays in the soil that could cause the slabs under the new expansion to <br />move and it recommends a modified foundation <br />Mr. Kastelic stated this is not a safety issue, but rather a concern that if there is slab <br />movement it can cause damage to the building The rest of the foundation including <br />walls, roof structure, and the envelope of the building, are not affected by this <br />recommendation The existing building has the same slab construction and has not had <br />any movement He noted the pools are not an issue as they are built on piers <br />This redesign would increase the costs of the project by approximately $1.3M Should <br />Council decide not to go with the redesign, the City will be responsible for any for future <br />damage to the building if the slabs move <br />Staff requests direction on whether to build the expansion with a crawl space foundation <br />or to follow the current design and accept the risk of slab movement. There is the <br />potential of applying for a DOLA grant to offset some of these costs, but there are no <br />guarantees the funding will happen. <br />Councilmember Maloney asked if there has been any movement in the current building <br />over the past 20 years Mr. Kastelic said a visual inspection shows no movement <br />Mayor Pro Tem Lipton stated he would like additional analysis At some point it <br />becomes a question of nsk assessment. If we go with the additional cost there should <br />be some discussion of ideas other than a general fund transfer such as value <br />engineering or a fund loan. He stated he would like to deliver what was approved, but <br />we need more detail about what cuts can be made to the design. <br />Mr. Kastelic stated there is not likely much additional value engineering that could be <br />done, at this point it would be removing specific items or programs from the building. <br />Mayor Muckle asked for public comments. <br />Deb Fahey, 1118 West Enclave Circle, stated her house was built near the existing <br />Recreation Center and noted that in 27 years the basement floor has sunk about a 1/2 <br />inch so she doesn't think it is a big issue as long as it is only the slabs that would be <br />affected. If the Council does commit to the additional spending, she hopes it does not <br />affect the green energy efforts in the building. <br />Councilmember Keany asked if the decision was needed this evening or if it can wait <br />until additional information is available Mr Kastelic stated the project is already behind <br />schedule and if a decision is not made tonight it will further impact the schedule. <br />
