City Council <br />Meeting Minutes <br />July 5, 2017 <br />Page 10 of 18 <br />DISCUSSION/DIRECTION/ACTION — REVITALIZATION COMMISSION DRAFT <br />PARKING ANALYSIS REQUEST FOR PROPOSALS <br />Economic Development Director DeJong stated the Louisville Revitalization <br />Commission (LRC) prepared a draft RFP to conduct a downtown parking analysis as a <br />component of their 2017 budget The analysis was to assist in determining future <br />strategies to address parking challenges in downtown Louisville <br />Parking demand has increased dramatically since 2008 from greater economic activity <br />Staff researched parking in 2013-14 to address challenges <br />- Parking Action Plan developed and approved <br />- Several implementation items required further study before <br />implementation <br />Several actions have advanced the Parking Action Plan <br />1. 28 new spaces on City property expanding the parking lot adjacent to <br />Lucky Pie and Sweet Cow <br />2 Acquiring 0.638 acres in DELO to construct approximately 70 parking <br />spaces <br />3 Lease with Koko Plaza for 50 off-street spaces for public parking after <br />5:OOPM Lease has been discontinued. <br />4 Purchased 25 spaces at the former Blue Parrot for City parking <br />5 Set new Parking Improvement Fee rates <br />6. Land Exchange with 608 Studios to achieve additional spaces in the Main <br />Street parking lot. <br />Reasons for conducting another parking analysis <br />1. Parking availability continues to be tight <br />2. Properties may redevelop requiring Parking Improvement Fee payments <br />3 Property owners are unsure how the City plans to address parking <br />challenges <br />LRC wants to re-evaluate parking in downtown and research options to <br />- Achieve additional parking supply <br />- Reduce parking demand, <br />- Analyze opportunities to fund, operate, and maintain downtown parking assets <br />RFP Objectives <br />- Evaluate the condition and usage of current parking assets <br />Determine the amount of public parking needed to achieve an efficient parking <br />system for current and full buildout of downtown <br />Develop strategies to achieve an efficient parking system <br />
