Planning Commission <br />Staff Report <br />June 8, 2017 <br />provide safety for evening events at the Center for the Arts. The proposed landscaping <br />frames the entrances and includes trash/recycling receptacles. The ADA compliant <br />ramps will replace the existing ramps. The street pattern and parking will remain the <br />same. Staff finds this proposal meets this criterion. <br />Although the new pool house does not change the use of the site, it continues an <br />existing encroachment into the alley right-of-way. <br />5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking <br />spaces and to separate pedestrian walks, malls and public transportation loading <br />places from general vehicular circulation facilities. <br />The proposal includes upgrading the existing pedestrian walks for ADA compliance. <br />There is no vehicular access on the site. The applicant is maintaining the existing bike <br />parking. Staff finds this proposal meets this criterion. <br />STAFF RECOMMENDATION: <br />Staff recommends approval of the requested final Planned Unit Development and <br />Special Review Use for Memory Square with the following conditions: <br />1. Revise the Owner's Signature Block on the cover sheet to be Malcolm Fleming, <br />City Manager, prior to City Council Public Hearing. <br />2. Remove rationale for waiver requests from the cover sheet and include in separate <br />letter prior to City Council Public Hearing. <br />Remove waiver request regarding building separation from the application and <br />cover sheet prior to City Council Public Hearing. <br />3. Work with staff to revise the zoning table on the cover sheet with accurate <br />numbers for lot coverage and floor area ratio prior to City Council Public Hearing. <br />4. Relocate dumpsters out of the alley right-of-way and provide an enclosure per the <br />requirements in the CDDSG prior to City Council Public Hearing. <br />5.
