Planning Commission <br />Staff Report <br />June 8, 2017 <br />The applicant does not propose a change in the existing use of the property but an <br />improvement of the facilities and the overall site. One of the core community values in <br />the 2013 Comprehensive Plan Update is, "Families and Individuals ... where the City <br />accommodates the needs of all individuals in all stages of life through our parks, trails, <br />and roadway design, our City services, and City regulations to ensure they provide an <br />environment which accommodates individual mobility needs, quality of life goals, and <br />housing options."Staff finds that the construction of the new pool house and the <br />improvements to the ADA accessibility meet this community value. In addition, the 2013 <br />Comprehensive Plan Update adopts the 2012 Parks, Recreation, Open Space, and <br />Trails Plan (PROST Plan) which states in Principle 12 to "Renovate, expand, and <br />develop facilities". The separation of the pool house from the Center for the Arts to <br />enhance the historic structure meets the cultural heritage policies in 2013 <br />Comprehensive Plan update and the goals of the 2015 Preservation Master Plan. Staff <br />finds this proposal meets this criterion. <br />2. That such use/development will lend economic stability, compatible with the <br />character of any surrounding established areas; <br />The applicant does not propose a change in the existing use of the property but an <br />improvement of the facilities and the overall site. The pool house facility and the <br />surrounding park provide an amenity to the Old Town neighborhood and the entire City. <br />The design of the pool house is compatible with the existing Center for the Arts and the <br />surrounding neighborhood. Staff finds this proposal meets this criterion. <br />3. That the use/development is adequate for the internal efficiency of the proposal, <br />considering the functions of residents, recreation, public access, safety and such <br />factors including storm drainage facilities, sewage and water facilities, grades, <br />dust control and such other factors directly related to public health and <br />convenience; <br />The applicant does not propose a change in the existing use of the property. The <br />applicant is improving the internal efficiency of the site by bringing the walkways and <br />entrances into ADA compliance. The proposed pool house provides improved exposure <br />for the Center for the Arts, upgraded gathering spaces, and an overall increase in <br />convenience for users of the recreational pool. Staff finds this proposal meets this <br />criterion. <br />4. That external effects of the proposal are controlled, considering compatibility of <br />land use; movement or congestion of traffic; services, including arrangement of <br />signs and lighting devices as to prevent the occurrence of nuisances; landscaping <br />and other similar features to prevent the littering or accumulation of trash, together <br />with other factors deemed to affect public health, welfare, safety and convenience; <br />The programming for the pool includes amplified sound during the normal operating <br />hours. There is no change from the existing amplified sound. The exterior lighting at the <br />pool house is for security only. The applicant has also included a lighting fixture to <br />27 <br />7 <br />
