It seems more like <br />personal preference. Is there anything in the design guidelines that dictates that we should stay <br />with historic character? <br />Dean says in this area, we have no residential design guidelines. We have minimal residential <br />design guidelines Downtown and design guidelines specific to commercial and industrial <br />development. The design of structures is reviewed and approved through the PUD process for <br />multifamily buildings and subdivisions. <br />Brauneis says regarding the building of the carports and garages, is there loss of open space <br />at that point to account for a slightly larger structure. Do we have a square footage on it? <br />Dean says open space was calculated for the whole North End development. They are over in <br />their open space requirements. There were some minor adjustmen<='` the landscape areas to <br />accommodate carports, but it was not enough to dip into their alloc •n of public open space. <br />We have a site coverage requirement and they do not excee <br />Brauneis asks how we treat a hard surface parking space r ` -n' . n a structured carport <br />or garage space in evaluating this kind of a plan. <br />Dean says the impervious surface, the parking lot, and#ess ways do .unt towards site <br />coverage, but the structure area does. <br />Brauneis clarifies the structure area including c. ` !rts and garages. Dean says yes. <br />Brauneis says it is an increase in site coverage that perspective. <br />Applicant Presentation: <br />Chad Kipfer, Markel Homes, 5723 Arapahoe Avenue, : •er, CO <br />No formal presentation. To answer some questions, the original PUD had one sketch elevation <br />but had no elevations for carports or garages. With this proposal, we are providing sketches of <br />what garages and covered carports look like. We also provided an update on the multifamily <br />project. In terms of open space, we did not change the site layout. Where there were parking <br />spaces, pavement, or covered parking, we are still in the same spaces. We have made minor <br />adjustments. In terms of architectural style, we do a diversity of architecture in North End. This <br />is compatible with Block 10 and Phase One and the rest of the development. <br />Commission Questions of Applicant: <br />Brauneis says there is a difference between a paved parking space as opposed to a structure, <br />whether carport or garage. How do you evaluate that sense of place? <br />Kipfer says we are trying to provide a higher quality development with garage spaces with cars <br />Tess visible. The diversity of the garages being built with color variation and roof variation will <br />have a od look. We still have carports. <br />Moline I recall the open space dedication for this development was the area around Hecla <br />Lake. <br />Kipfer says North End came in a long time ago, we dedicated about 20% of the entire <br />project. A portion was Hecla Lake and strips of open space throughout all different phases. In <br />terms of the open space on this little area of Parcel B on Block 10, we did not make any <br />adjustments. <br />Public Comment: <br />Andrew Christensen, 1349 Snowberry Lane, Louisville, CO <br />I live in this neighborhood. Since this has been presented at the HOA meetings, does this <br />change of plan change the number of units in the living structures? Does it change the number <br />of available parking spaces from the previous plans? <br />Dean says no, it does not change the number of units. They are meeting their parking <br />requirements. 90 spaces are required and they are proposing 97 spaces. <br />Christensen asks if this is a change from the plan that had only carports.
