Library Board of Trustees <br />Meeting Mi nutes—DRAFT <br />May 11, 2017 <br />Page 2 of 4 <br />concluded by saying how much she looks forward to continuing to work with the Board to <br />support their efforts in the community. <br />2) Discussion of federal funding and its impact on the Library <br />Beth noted pass-through funding sources that will be eliminated if the President's proposed <br />federal budget is passed. Among these are: <br />■ Library Services and Technology Act (LSTA), which is the only federal program <br />exclusively for libraries. It is administered by the Institute of Museum and Library <br />Services (IMLS). Programs include: <br />o Colorado Talking Book Library (free access—by postage paid USPS delivery—for <br />any Coloradan who is unable to read standard print material due to visual, <br />physical, or learning disabilities, whether permanent or temporary) <br />o State Park Passes (free access to State parks for Library users; also includes a <br />backpack with activity ideas, binoculars, and a variety of field guides) <br />o One Book 4 Colorado (free book to every 4 -year-old) <br />o Library Research Service (collects and provides data and information on input and <br />output measures for libraries throughout the state) <br />o Subsidized digitizing services (currently being used to scan and digitize Louisville <br />Times) <br />Beth noted that neither Colorado senator had signed the FY 2018 Library Services and <br />Technology Act (LSTA) and Innovative Approaches to Literacy (IAL) 'Dear Appropriator' letters <br />urging continued funding. Beth also noted avenues available to those interested in support of <br />continued federal appropriations for library services, such as the American Library Association. <br />3) Tentative: Superior task force for library services <br />Sandie reported that there is support for a task force among the Superior Town Board and the <br />Louisville City Council. The goal of this task force will be to investigate options to bring library <br />services to Superior in a meaningful way so that Superior residents don't have to travel to <br />Louisville. <br />VIII. Ongoing Business <br />1) Louisville City Council update (A. Stolzmann) <br />Ashley noted the Council's primary focus on managing certain key positions within the City and <br />approving the budget. This year Council will be focused on recruitment and hiring for a new <br />City Manager. The first phase will be to issue an RFP for an executive recruitment firm. <br />The budget process was quite arduous last year because of some major changes: 1) moving <br />from an annual to a biennial budget, and 2) moving from a line -item budget to a program - <br />based budget. It is anticipated that the budget approval process will be more streamlined this <br />year. <br />2) Superior Board of Trustees update (S. Hammerly) <br />Sandie noted that the Town Board is grappling with the possibility of purchasing the Lakeshore <br />Recreation Center (LRC), which recently went on the market. This would be instead of building <br />a new facility within the Town limits. LRC is a 130,000 ft2 located in Broomfield County. <br />Although the Town doesn't believe they need a recreation facility this large, the LRC could also <br />be used for other purposes. <br />
