Historic Preservation Commission
Meeting Minutes
May 30, 2017
Dickinson says even if we say John Breaux Park, the cabins will not be moved there
immediately. There needs to be site improvement.
Chuck Thomas says my preference is to keep the cabins together. I think the John Breaux
Park site is superior in terms of public access rather than Pine & Hwy 42. I would craft a
recommendation that would rate preferences of sites and let CC make the final decision. We
don't know what the ultimate rehab costs are for these structures. Many of us have been
involved with rehab efforts that used volunteer labor. I'm sure we can get the price down. I have
no problem using the HPF for the move and restoration. I have no problem with the cabins
moved within the district.
Haley says my overall impression is that we approve of saving the cabins using the HPF. I think
the second direction would be to temporarily store them. The third direction is that the John
Breaux Park is our majority decision followed by Pine & Hwy 42. We need to figure out how to
lower the costs.
Cyndi Thomas asks why Memory Square Park is not suggested.
Trice says the Parks Department was not interesting in having them relocated there. There are
a lot of different uses. It didn't seem like an optimal location. Certainly, the HPC can recommend
that location if you feel it is a better option.
Haley says one of the benefits of John Breaux Park is the visibility and interaction. The Front
Street location would benefit the Museum.
Dickinson says at Memory Square, between the art building, pool, playground, horseshoes,
bocce, and gazebo, there is a lot there already. I think the Lincoln and Griffith location is too
remote and leaves them open to vandalism.
Ulm says I think they should be kept together. I think the synergy at 740 Front is ideal.
Cyndi Thomas says we need to add the fencing and trying to salvage wood.
Trice says there is another small outbuilding to the west of the cabins. This has been discussed
with the property owner about reusing some of that wood for the existing cabins.
Public Comment:
Jean Morgan speaks. I can be agreeable to keeping the cabins together and locating them at
John Breaux Park. Given all the activities there, it is a good location. There will also be good
security. I thank you all for coming tonight and for your interest in this project.
Randy Caranci speaks. This is not a complicated project. These cabins can be moved. Let's
save these cabins.
Steve Poppitz speaks. I think we may want to get Bridget Bacon involved. Let's pick the
cabins up and move them to my lot.
Chuck Thomas makes a m n to make recommendations to City Council regarding Miners
Cabins (825 Lee):
1. Recommendation t' .uire the two miners cabins.
2. Recommenmporarily store the cabins at Poppitz' property, 1036 Walnut.
3. Preferred lo John Breaux Park with Pine & Hwy 42 as alternate.
4. Recommendation to keep the cabins together.
5. Explore a bid process to confirm the costs and seek lower costs.
6. Include fencing and salvage wood from outbuilding.
7. Recommendation for community involvement.
8. Preference for public use.
9. Grant possibilities from DAR.
seconded by Cyndi Thomas. Roll call vote.
