City Council Finance Committee <br />Meeting Minutes <br />07/21/17 <br />Page 5 of 7 <br />Finance Committee Member Maloney asked Director Stevens if the revenue for <br />July looks as strong as it was for June. Director Stevens stated it did and that Golf <br />Pro David Baril was doing an excellent job recruiting league play, particularly for <br />youth and teens, at the golf course. <br />Finance Committee Members and staff discussed that there should be some sort <br />of monetary compensation provided to the golf course to reimburse them for the <br />costs associated with clean-up, repairs, and lost play -time surrounding the 4th of <br />July celebrations held at the golf course. Ms. Stolzmann stated perhaps a fair <br />dollar amount could be set and transferred from the General Fund. <br />The Finance Committee commended Golf Pro David Baril for consistently <br />providing the Golf Course Dashboard to the Committee. <br />The Finance Committee reviewed the communication provided by Public Works <br />Director Kurt Kowar regarding the Public Works & Utilities Dashboard requested. <br />The Finance Committee had no comments. <br />The Committee Members restated that they still want to see a Recreation Center <br />Dashboard. Interim City Manager Balser confirmed with the Finance Committee <br />that they want to receive the dashboard quarterly, and stated the 2nd Q dashboard <br />for the Recreation Center would be presented at the next Finance Committee <br />Meeting. <br />The reports and corresponding narrative can be located in the July 21, 2017 packet <br />of the Finance Committee Meeting. <br />BUDGET DISCUSSION & QUESTIONS <br />Interim City Manager Heather Balser and Finance Director Kevin Watson opened <br />the discussion with the Finance Committee Members summarizing that this is the <br />first year operating under a bi-annual budget, and that they want to review with the <br />Committee the process for appropriating funds for 2018. <br />Director Watson stated that a new CIP list will be presented to City Council August <br />8, 2017 along with a list of revenues to match the current dashboards. The focus <br />will be on General Fund, Open Space & Parks and CIP requests. <br />Interim City Manager Balser stated various departments have made additional <br />funding requests for the 2018 budget, including new positions, to be considered by <br />City Council. Ms. Balser also stated that a decision needs to be made by City <br />Council to select one of the remaining 4-5 options on livable wage costs and <br />ranges, as well as benefit costs. This is necessary so that they can be incorporated <br />into the budget introduction at the special meeting on September 26, 2017. <br />6 <br />
