L <br />Louisville <br />COLORADO • S1NC N - <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 5A <br />SUBJECT: <br />DATE: <br />PRESENTED BY: <br />DISCUSSION/DIRECTION/ACTION — AGREEMENT FOR <br />FACILITATOR FOR FOCUS GROUPS TO INFORM CITY <br />MANAGER RECRUITMENT PROCESS <br />JULY 25, 2017 <br />MAYOR BOB MUCKLE <br />CITY COUNCILOR CHRIS LEH <br />HUMAN RESOURCES DIRECTOR KATHLEEN HIX <br />SUMMARY: <br />On May 16, 2017 City Council expressed an interest in contacting local human <br />resources professionals/consultants who would be interested in conducting focus <br />groups to assist and inform the City about the desired qualities and characteristics <br />needed in the next City Manager. City Council requested the focus group process run <br />concurrently with the beginning of the executive recruitment process to ensure the <br />desired qualities and characteristics informed the Executive Search Recruitment Firm's <br />recruitment process. <br />A working group consisting of Mayor Bob Muckle and City Councilor Chris Leh were <br />selected to work with the Human Resources Director, Kathleen Hix on the focus group <br />process. <br />BACKGROUND: <br />Five pre-screened local human resource professionals/consultants were contacted and <br />asked to submit a proposal for the Focus Group process and/or propose other activities <br />the City could use to gather input from the various stakeholder groups (See attached list <br />for details). All the professionals/consultants were aware that this process would run <br />concurrently with an Executive Search Firm handling the recruitment process. <br />Proposals were received from four of the five consultants. Mayor Muckle, Councilor Leh, <br />and Kathleen Hix reviewed the proposals. Three of the consultants were asked to <br />interview but unfortunately, all parties' schedules could only align for two of the <br />consultants to present their proposals to the working group. Two consultants presented <br />their proposals and answered follow up questions on July 13, 2017 with the working <br />group. <br />June Ramos provided a comprehensive and thorough proposal outlining her <br />background, experience, and the deliverables for this process. Ms. Ramos brings 25 <br />years of experience in professional coaching, strategic management, and <br />communications consulting to both business and government organizations. Some of <br />her clients include the cities of Lakewood, Arvada, Boulder, Aurora, Littleton, Wheat <br />Ridge, and Durango.
