City gat <br />Im Louisville <br />COLORADO - SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM <br />SUBJECT: <br />DATE: <br />PRESENTED BY: <br />SUMMARY: <br />APPROVE SOLE SOURCE PURCHASE OF INSTRUMENTATION <br />AND ASSOCIATED SCADA SOFTWARE FOR THE SID <br />COPELAND WATER TREATMENT PLANT, HOWARD BERRY <br />WATER TREATMENT PLANT, AND NEW WASTEWATER <br />TREATMENT PLANT <br />JULY 18, 2017 <br />KURT KOWAR, PUBLIC WORKS DIRECTOR <br />Staff recommends approval of aggregate purchases from Hach in an amount up to <br />$157,000 to support upgrade of laboratory equipment, laboratory equipment software <br />and licensing, supervisory control and data acquisition integration, and an annual <br />calibration and maintenance contract. Hach is the industry standard for laboratory <br />testing and instrumentation equipment, and the only state approved water treatment <br />vendor that provides the overall desired integration capability between lab equipment, <br />instrumentation, and SCADA. <br />The Sid Copeland (SCWTP) and Howard Berry (HBWTP) Water Treatment Plants are <br />in need of an instrumentation upgrade. Many of the instruments relied upon for the <br />successful treatment of water are obsolete or antiquated. In the event of failure, there <br />would be no direct replacement or spare parts available to purchase. Additionally, <br />technology has advanced since the purchase of the original 1990's instrumentation. <br />Many of the instruments currently used are not as accurate, responsive, or integrated <br />into SCADA. Replacing the antiquated equipment improves the accuracy of data <br />collected, which improves the ability to manipulate and analyze the data to optimize the <br />process. Further, the new equipment improves the robustness of the process through <br />automation. Lastly, more accurate and reliable equipment allows for better efficiencies <br />in providing safe high quality water. <br />To enhance the instrumentation upgrades, a new software, Water Information <br />Management Solution (WIMS) platform is included. The WIMS software provides a <br />direct connection between the lab equipment and the SCADA system. Currently, staff <br />uses paper bench sheets to collect data from critical points in the process. Once this <br />data is collected, it is transferred to an excel spreadsheet for record keeping. Each <br />month, the electronic excel spreadsheet and SCADA records are used to create various <br />reports that are submitted by regulation to the Colorado Department of Health and <br />Environment. The WIMS software will automate the collection of data and automate <br />reporting which will reduce a large amount of time inefficiently spent recording data and <br />transferring it to the appropriate place. This software will also increase the accuracy of <br />CITY COUNCIL COMMUNICATION <br />
