Open Space Advisory Board
Minutes
July 12th, 2017
ordinances pages that can be accessed via GPS. Ember thought once the app was made,
the boards, including OSAB, would be asked to review it. Missy asked about
collaboration with the state and its mapping initiatives. Ember said that the state is
understaffed on this project and that it is an enormous undertaking so the County wide
project will help to streamline and compile our data. All of the data will then be shared
with the state to help with the statewide effort (this data sharing is already occurring). Her
impression was that the state is happy to have the help, leadership, and support 011 this
project.
D. Staff is meeting next week to move forward with the ranger map app to
display access points, and safety problem spots on Open Space to police officers. Staff
will also collaborate to help provide training to the Police Department about how to use it
and how to respond to issues on Open Space properties. The Police Department has
designated a staff liaison to work with Open Space.
E. Staff are working with a consultant to develop an interactive map to display
the wayfinding initiative and traillocations.
F. The trail intersection realignment project on Coyote Run Open Space is being
designed and design should be complete in August.
G. The ranger has been patrolling on bike and on foot. She has done a ride along
with code enforcement to look at dog off leash issues on North and in the area of North.
Ember pointed out that the area is a patchwork of ownership and dog regulations, making
it hard to dog owners to know what the ordinances are in any given place. The area
includes City of Boulder land where voice -control is acceptable, Boulder County where
there is no trespassing at all, and the Cities of Louisville and Lafayette where dogs must
be leashed at all times as well as some private HOA land.
Fiona asked what kind of reaction from citizens the ranger is experiencing.
Ember replied that mostly she has been getting polite responses from citizens, and most
people seem to be aware they are breaking the rules when they are warned or ticketed for
dogs off leash. Mike commented that he has seen fewer dogs off leash at Davidson
Mesa. He and Ember both thought this might be due to ranger presence. Joe thought
Lafayette's new crackdown on dogs off -leash might be helping Louisville, too.
H. There are lots of education programs coming up. They are listed on the
website.
I. Mayor Muckle asked how the plan for the controlled burns is coming along.
Ember replied that there is a verbal agreement from the Fire District but nothing in
writing yet regarding a controlled burn at Aquarius Open Space. The Louisville Fire
Department will volunteer to help the day of the event.
VI. Board Updates -
A. Laura asked whether there was anything to report about the Mayhoffer
property. Joe reported that negotiations were ongoing.
VII. Public Comments on Items Not on the Agenda -
A. none
VIII. Discussion Item: Review and Revise Updated Summary Acquisition Form &
Finalize Title Recommendation
3
