Louisville City Council Meeting <br />April 6, 2004 <br />Page 3 of 10 <br /> <br />Tesone was inducted into the 2004 Colorado Sports Hall of Fame on March 4, 2004. <br />Mayor Sisk presented a plaque and a gift certificate to Fred Tesone in recognition of his <br />2004 induction into the Colorado Sports Hall of Fame. <br /> <br />Mr. Tesone thanked Mayor Sisk and the Council for their recognition. <br /> <br />APPOINTMENT OF CITY WATER ATTORNEY <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />Public Works Director Tom Phare reported the City received notice from Mike Schimmin <br />of Vranesh and Raisch, the City's Water Attorney, that in the future he would no longer <br />be able to represent Louisville given the firms' relationships with other clients. In 2004, <br />the City began the process of selecting a new attorney for water resources. The <br />qualifications include general knowledge of water resources, experience in the South <br />Boulder Creek Basin, lack of conflict with existing clients and experience in the type of <br />work that Louisville will likely be undertaking in the next few years. The City received <br />statements of interest and qualifications from two individuals: Alan Hill with Tinken & <br />Hill, L.L.P., Louisville, CO, and Lee Miller with Bums, Figa & Will, Englewood, CO. <br />The City Staff and members of the Water Committee interviewed the two individuals on <br />March 11. Given Mr. Hill's experience, knowledge, and general qualifications in the <br />area of water law, it is recommended by Staff and the Water Committee that Mr. Hill be <br />retained as the City's Water Rights Attorney. <br /> <br />MOTION: Council member Levihn moved that Council approve the appointment of <br />City Water Attorney with Tienken & Hill, LLP on behalf of the City, seconded by <br />Council member Van Pelt. Roll call vote was taken. The motion passed by a vote of 7-0. <br /> <br />AWARD CONTRACT FOR LOUISVILLE PUBLIC LIBRARY <br /> CONSTRUCTION MANAGER <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />City Manager Bill Simmons reported at the request of the Library Steering Committee <br />and with concurrence of City Council, on March 19 and 22, Staff interviewed three firms <br />to act as the Project Manager/Owner's Representative for the new Louisville Public <br />Library. Those firms were: Architectural Resource Consultants, Oz Project Delivery <br />Services, and Wember, Inc. Staff recommends Wember, Inc., as project manager, based <br />on experience with libraries, excellent recommendations, proposed fee, as well as <br />completeness of the scope of work. The contract is still being negotiated. The total fee <br />to Wember, Inc. will not exceed $76,200. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Marsella commented she felt reassured with the Wember, Inc. firm. <br /> <br /> <br />
