Open Space Advisory Board
Minutes
September 10, 2008
Linda wants to know if the city can do anything about outside cats that kill
birds and are fodder for coyotes. Ember said there is no Open Space policy
regarding cats. However, thE; city of Boulder has addressed the issue.
Spencer attended Dr. Beck's speech and thought it was phenomenal because of
learning the different perspectives from wildlife, mowing, vegetation, etc. on
weeds.
Bret knows of a Girl S~,,out troop looking for service project and would like
to do something for open space. Ember will get in touch with him.
Edits and Suggestions Regarding the Comprehensive Plan Revisions
Chapter 4 has items rE;lated to parks and OS and Ember asks that we take
a look at it since it wasn't in our original section. Staff and board comments are
due tomorrow. It was suggested that staff update the current bullet points for
clarification, for example "Goodhue Ditch Trail corridor". Linda moves that the
OSAB trail connection recommendations made for the Property and Trail
Request to Boulder County be prioritized and added to the list on Chapter 4 page
11 of the Comprehensive Plan. Aaron seconded. The motion was unanimous.
Joe suggested having somec-ne from planning committee talk to OSAB about the
area.
Ember would like to add comments about safe Trail Crossings of roads. Bret is
particularly concerned about Dillon Road.
Spencer moved to create a new category called, Safe Trails Connection to
include the four areas recomimended on the Property and Trail Request to
Boulder County plus both McCaslin and the CTC/Conoco Phillips area as it
becomes more developed. Linda seconded. The motion was unanimous.
Tom noted page 334 Chapter 3 Tables 3.1 Parks, Recreation and Open Space
that under section Open Space they discuss all open public lands which includes
private lands and counts as part of the 4,000 acres and he is concerned about
the ratio. These lands are not truly Open Space. He would like this to split OS
out specifically and address t;he formula properly or to remove the ratio entirely to
make it a more genuine statement. Also, Page 335 "wildlife and natural resource
availability is relatively love'. He acknowledges that OSAB is moving from
acquisition to management, but it is still important. He proposes that increase in
trails, Public Lands, and Open Space and say, `at least'.
Tom moved to amend the Open Space section by removing the sentence "The
wildlife and natural resource importance of available Open Space lands is
relatively low". Amend the following sentence to "actively pursue Open Space
acquisition, then protection and lastly management". Also, replace properties in
the next section to the top tier priorities within the City of Louisville Candidate
Open Lands List. Further, that Table 3.1 on page 3-4 be minimums. Further,
that the Open Space heading be moved below Table 3.2. Bret seconds. The
motion was unanimous.
Edits and Suggestions Regarding the Open Space Master Plan
Tom moved to move this topiic: OS Master Plan edits to the next meeting.
Truman seconded. The motion was unanimous.
