He noted there are funds and grants available for preservation and <br />landmarking historic properties. He suggested the Business Retention and <br />Development Committee and the Historic Preservation Commission jointly host <br />the roundtable discussions. <br />Councilor Dalton supported the Business Retention and Development Committee <br />and the Historic Preservation Commission facilitating the roundtable discussions. <br />Mayor Pro Tem Marsella, Councilor Yarnell and Mayor Sisk supported the <br />roundtable discussion, public input and community meetings. <br />MOTION: Mayor Sisk moved) to disapprove Resolution No. 2, Series 2008, in <br />favor of roundtable discussions facilitated by the Historic Preservation <br />Commission and the Business Retention and Development Committee, <br />seconded by Councilor YarnE:ll. Absent: Councilor Sackett. <br />DISCUSSION/DIRECTION/ACTION ON REQUEST FOR PROFESSIONAL <br />SERVICES REGARDING A HIGHWAY 42 REVITALIZATION AREA MARKET <br />ANID ECONOMIC ANALYSIS <br />Mayor Sisk requested a Staff presentation. <br />City Manager Fleming reportE;d the Revitalization Commission (LRC) wants to <br />issue a Request for Proposals (RFP) for further market evaluation of residential <br />and commercial market potentials for the Highway Revitalization Area (Griffith to <br />South Street). The draft RFP' incorporated changes suggested by Council, Staff <br />and the LRC and were approved by the LRC on February 11. The estimated <br />budget for this project is $35,000. The LRC has $20,000 from the EPA <br />Brownfields Grant and requested Council consideration on the additional <br />$15,000. If Council approves, Staff will issue the RFP for services, negotiate a <br />contract and present the contract and a supplemental budget appropriation. <br />PUBLIC COMMENT <br />John Leary, 1116 LaFarge Avenue, Louisville, CO supported the approval of the <br />RFP and noted it would provide valuable information for the redevelopment area <br />and for the Comprehensive Plan Update. He suggested the consultants evaluate <br />their projections, which woulCl enable the City to monitor those projections. <br />Councilor Muckle supported t;he RFP. He voiced concern the Takoda <br />commercial area was not included in the RFP and noted the Highway 42 area <br />only includes part of the North End commercial development. He requested a <br />market study map and asked where the additional $15,000 would come from. <br />
