City Council <br />Meeting Minutes <br />February 19, 2008 <br />Page 6 of 9 <br />City Manager Fleming explained the additional funding would come from the <br />General Fund Reserve, which would be refunded by future tax increments in the <br />area. <br />Councilor Yarnell requested the new developments be included in the RFP. <br />Mayor Sisk cautioned Council the scope of work will be expanded and the RFP <br />may be higher than $35,000. <br />Michael Menaker, 1827 W. Chokecherry Drive, Louisville, CO representing the <br />Louisville Revitalization Commission explained the LRC wants the consultants to <br />consider all reasonable areas. that will influence the success or limit the success <br />of the redevelopment area. <br />City Manager Fleming explained the intent was to look at the likely demand for <br />development within the station area of influence and to ask the consultant to <br />identity the relevant market for the area. <br />Mayor Sisk explained the consultant will define the area and also look at the <br />impact the North End will have on the redevelopment area. <br />Councilor Muckle requested PVIr. Leary's suggestion to have the consultant <br />accountable be included in the RFP. <br />City Manager Fleming supported having the consultants accountable for their <br />projections although it will be difficult to do so. He noted the key will be what <br />assumptions are made and the basis for their projections. <br />MOTION: Councilor Muckle moved to authorize Staff to proceed with the <br />direction given for the Request for Proposals, in the amount of $35,000, <br />seconded by Councilor Dalton. Roll call vote was taken. The motion carried by a <br />vote of 6-0. Absent: Councilor Sackett. <br />DISCUSSION/DIRECTION -OPEN SPACE ADVISORY BOARD RESOLUTION <br />ON THIE RAILROAD UNDERPASS <br />Mayor Sisk requested a Staff presentation. <br />Tom Davinroy, Vice-Chair of irhe Open Space Advisory Board explained there is <br />an opportunity with Takoda Village development project, to further connect open <br />space trails, and to develop an open space trail underpass under the Burlington <br />Northern rail line. The Open Space Advisory Board, adopted Resolution No. 2, <br />Series 2007, which recommeinds some or all of the open space impact fees paid <br />by the Takoda Village Project be dedicated to the development of a trail <br />underpass under the Burlington Northern Rail Road.
