She stressed the importance of public involvement. CITY ATTORNEY'S REPORT DISCUSSION/DIRECTION/ACTION -ENGAGEMENT OF SPECIAL COUNSEL SERVICES - DILLON ROAD PROJECT PROPERTY ACQUISITIONS City Attorney Light requested the Council authorize engagement of special counsel services on an as-needed basis for right-of-way acquisition issues related to the Dillon Road Project. He recommended the firm of Duncan, Ostrander and Dingess, P.C., who represented the City on the 96th Street and Highway 42 project, and has particular expertise in right-of-way acquisition matters and proceedings. The special counsel services will be primarily related to any court proceedings necessary for right-of-way acquisition and review and advice on final offer letters and valuation and procedural issues related to any such proceedings. MOTION: Councilor Dalton rnoved to authorize the City Manager to retain the firm of Duncan, Ostrander and Dingess, P.C., as special counsel for the Dillon Road Project, seconded by Councilor Sackett. Roll call vote was taken. The motion carried by a vote of 7-~0. COUNCIL COMMENTS AND COMMITTEE REPORTS Councilor Muckle announced there will be a Water Committee meeting on Friday, April 4th at 7:30 a.m., in the Council Chambers. Councilor Clabots announced the Arbor Day celebration is scheduled for April 19th. Councilor Yarnell announced the Youth Advisory Board and the Cultural Council will host a "Poetry Slam", on April 12th, at the Cultural Center.
