City Council <br />Meeting Minutes <br />June 3, 2008 <br />Page 9 of 11 <br />Mr. Kent Bagley, Bagley Development Consultants, 90 Madison Street, Suite <br />300, Denver, CO introduced Matthe~N Hall, who represents Aggregate Industries <br />West Central Region, Inc. He explainned they have worked with the Planning Staff <br />for 18 months and expressed his thanks to Paul Wood and Sean McCartney for <br />their assistance. <br />Mr. Bagley explained Aggregate Industries has carefully watched the progress of <br />the Highway 42 Revitalization Project, the FasTracks commuter rail system and <br />train station and the revisions to the guidelines. He stated the FasTracks project <br />will be the catalyst of the Highway 42 Redevelopment area. He explained the <br />rezoning of this property would allover the cement plant to be decommissioned. <br />He noted the Louisville Municipal Code requires impact fees on development <br />properties. He urged Council to consider a policy that the impact fees collected <br />in the redevelopment area remain in the area. With respect to the Zoning <br />Agreement, he stated Aggregate Industries is prepared to sign the Zoning <br />Agreement, but must confer with they City Attorney to resolve a minor issue. <br />Mayor Sisk requested public comment. There were no comments. <br />MOTION: Councilor Muckle moved to approve Ordinance No. 1535, Series <br />2008, upon the condition the ordinance not be signed by the Mayor or published <br />until the applicant has first executed and returned the Zoning Agreement, and <br />give the Mayor authority to sign with no substantive changes, seconded by <br />Councilor Sackett. Roll call vote was taken. The motion carried by a vote of 7-0. <br />DISCUSSION/DIRECTION/ACTION -NOTICE OF INTENT TO REQUIRE CITY <br />RESIDENTS TO USE SELECTED WASTE DISPOSAL SERVICES OR PAY A <br />FEE FOR SUCH SERVICES <br />Public Works Director Tom Phare explained one of City Council's goals this year <br />was the development of a plan for implementing single hauler waste collection <br />with mandatory single stream citywide recycling. The purpose of the program is <br />to increase recycling and to reduce the number of waste collection vehicles on <br />City streets. The state statutes require the City to provide written notice to any <br />private person providing waste collection services in the City of its plan to impose <br />user charges for residential waste s~srvices. It also requires a public notice <br />published prior to imposition of a feE:. The notice must be published no less than <br />six months prior to the start of activii:y. <br />The preliminary schedule begins with a public involvement process in mid-July. <br />The fiscal impact of the project is yet to be determined. If the program goes <br />forward, the cost would be incorporated into the 2009 budget. The primary <br />impact would be on the utility billing staff. Additionally, the Public Works <br />Department would manage any con1tracts to provide this service. <br />
