City Council
Meeting Minutes
August 5, 2008
MOTION: Councilor Muckle moved to approve Resolution No. 35, Series 2008,
seconded by Councilor Dalton. Roll call vote was taken. All in favor. Absent:
Councilor Clabots.
RESOLUTION No. 36, SERIES 2008 - A RESOLUTION APPROVING A
LEASE AND LICENSE AGREEMENT BETWEEN THE CITY OF LOUISVILLE
AND BOULDER VALLEY SCHOOL DISTRICT NO. RE-2 FOR A FIBER OPTIC
TELECOMMUNICATIONS NETWORK
Public Works Director Phare explained Resolution No. 36, Series 2008 approves
a lease and license agreement between the City and Boulder Valley School
District for a fiber optic telecommunications network. The Boulder Valley School
District is upgrading the District's communication facilities and plans to install a
fiber optic network connecting schools within Boulder, Louisville, Lafayette and
Broomfield.
The District discussed the option of using existing City owned and installed
conduit. The Public Works Staff worked with the District's consultant to review
the proposed fiber optic improvements, to ascertain the feasibility of shared use
of public right-of-way and to determine potential City communication upgrades
beneficial to the City. Possible benefits include expanded traffic operations
(cameras), improved communications between City buildings and eliminating
lease cost for T1 phone lines. The agreement identifies responsibilities for
construction, operation, maintenance and repair of the proposed fiber optics
network installed within City limits.
The agreement is for 10 years and the potential for renewal for an additional 10
years. The completion date is projected for December of 2009. Fiber optics will
be available at the North Water Treatment Plant, Police Station, Recreation &
Senior Center, City Hall and at all City owned/maintained traffic signals. The
Library, Shop Facility and Wastewater Treatment Plant already have fiber optic
capabilities. Staff estimates the value of the additional conduit and fiber optic
stands is approximately $300,000. The City's phone lines will be disconnected
for a few days, thereby, disrupting the traffic signals for a period of time.
COUNCIL COMMENT
Mayor Sisk voiced his concern the option provisions were extended to the School
District only. He felt this would limit the City. Public Works Phare stated the City
owns the conduit and would lease its space to the Boulder Valley School District.
MOTION: Councilor Sackett moved to approve Resolution No. 36, Series 2008,
seconded by Councilor Dalton. Roll call vote was taken. The motion carried by a
vote of 6-0. Absent: Councilor Clabots.
