Roll call vote was taken. All in favor. Absent: <br />Councilor Clabots. <br />RESOLUTION No. 36, SERIES 2008 - A RESOLUTION APPROVING A <br />LEASE AND LICENSE AGREEMENT BETWEEN THE CITY OF LOUISVILLE <br />AND BOULDER VALLEY SCHOOL DISTRICT NO. RE-2 FOR A FIBER OPTIC <br />TELECOMMUNICATIONS NETWORK <br />Public Works Director Phare explained Resolution No. 36, Series 2008 approves <br />a lease and license agreement between the City and Boulder Valley School <br />District for a fiber optic telecommunications network. The Boulder Valley School <br />District is upgrading the District's communication facilities and plans to install a <br />fiber optic network connecting schools within Boulder, Louisville, Lafayette and <br />Broomfield. <br />The District discussed the option of using existing City owned and installed <br />conduit. The Public Works Staff worked with the District's consultant to review <br />the proposed fiber optic improvements, to ascertain the feasibility of shared use <br />of public right-of-way and to determine potential City communication upgrades <br />beneficial to the City. Possible benefits include expanded traffic operations <br />(cameras), improved communications between City buildings and eliminating <br />lease cost for T1 phone lines. The agreement identifies responsibilities for <br />construction, operation, maintenance and repair of the proposed fiber optics <br />network installed within City limits. <br />The agreement is for 10 years and the potential for renewal for an additional 10 <br />years. The completion date is projected for December of 2009. Fiber optics will <br />be available at the North Water Treatment Plant, Police Station, Recreation & <br />Senior Center, City Hall and at all City owned/maintained traffic signals. The <br />Library, Shop Facility and Wastewater Treatment Plant already have fiber optic <br />capabilities. Staff estimates the value of the additional conduit and fiber optic <br />stands is approximately $300,000. The City's phone lines will be disconnected <br />for a few days, thereby, disrupting the traffic signals for a period of time. <br />COUNCIL COMMENT <br />Mayor Sisk voiced his concern the option provisions were extended to the School <br />District only. He felt this would limit the City. Public Works Phare stated the City <br />owns the conduit and would lease its space to the Boulder Valley School District. <br />MOTION: Councilor Sackett moved to approve Resolution No. 36, Series 2008, <br />seconded by Councilor Dalton. Roll call vote was taken. The motion carried by a <br />vote of 6-0. Absent: Councilor Clabots. <br />
