City Council <br />Meeting Minutes <br />August 5, 2008 <br />Page 12 of 14 <br />ONE PERCENT (0.125%) SALES TAX TO PROVIDE REVENUES FOR <br />HISTORIC PRESERVATION PURPOSES <br />City Manager Fleming explained Resolution No. 35, Series 2008 refers a <br />question to the registered electors at the November 4, 2008 special election for <br />the authorization to impose a 1 /8 of one percent (0.125%) sales tax to provide <br />revenues for historic preservation purposes. The changes to the ballot language <br />include the following: <br />• Specificity on the location of historic old town <br />• Revised language as to how incentives can be used <br />• Landmarking or easement to be with consent of the property owner <br />• Eligibility for historic Landmarking to be determined by the Louisville <br />Historic Preservation Commission and approved by City Council <br />• All incentive funding decisions to be approved by City Council <br />• Provisions allowing the City to use revenues from such a tax for City staff <br />time to administer the programs funded by such tax. <br />COUNCIL COMMENT <br />Councilor Muckle was pleased with the final ballot language and to bring the <br />question to the voters. The tax would provide incentives for preserving historic <br />properties. The most important issues were to define the location of historic old <br />town area. <br />PUBLIC COMMENT <br />Diane Marino, 829 Lincoln Avenue, Louisville, CO was pleased with the ballot <br />language and urged the Council to put the question on the November ballot. She <br />felt it would make a difference in the preservation efforts in old town. <br />Billy O'Donnell, 444 Owl Drive, Louisville, CO supported the ballot issue. <br />Mike Koerje, 887 Welsh Court, Louisville, CO thanked Councilors Muckle and <br />Dalton, Michael Menaker and all those who worked on the ballot language. He <br />supported the current version and urged Council to pass the resolution. <br />Mayor Pro Tem Marsella thanked everyone who worked on the ballot language. <br />She stated the receipt of financial incentive is based on Landmarking or a <br />conservation easement and asked for clarification. City Attorney Light explained <br />under Colorado law, the property owner grants to the City a conservation <br />easement for historic preservation of properties. <br />Mayor Sisk and Councilors thanked everyone who worked on the ballot <br />language. <br />
