The Finance <br />Department will continue to look at the City's assets. <br />Mayor Sisk asked Ms. Swanhorst to address employee benefits, which are fully <br />funded by the City. Ms. Swanhorst stated the City has taken the necessary steps <br />relative to the City employees' retirement benefits. Those employee's retirement <br />benefits will be reflected in the City's books. <br />Mayor Sisk asked Ms. Swanhorst to address the City's bond rating compared to <br />other cities. Ms. Swanhorst stressed the importance of the City's reserve policy <br />and the fact the City does not violate the policy. She noted the City's fund <br />balance is very healthy and the bond rating is high. <br />Mayor Sisk stressed the importance of the budget and the financial audit. <br />Councilor Ron Sackett was impressed with the overall audit, however expressed <br />his concern over the golf course deficits and suggested the issue be discussed at <br />a study session. Mayor Sisk stated the Coal Creek Golf Course Management <br />Team met with the Finance Committee at their last meeting. He noted the golf <br />course bonds would be paid off in 2012. <br />ORDINANCE No. 1537, SERIES 2008 - AN ORDINANCE AMENDING <br />CERTAIN SECTIONS OF TITLE 10 AND TITLE 17 OF THE LOUISVILLE <br />MUNICIPAL CODE TO REVISE THE CITY'S REGULATIONS CONCERNING <br />THE PARKING, STORAGE AND USE OF MOTOR VEHICLES, <br />RECREATIONAL VEHICLES, TRAILERS, DUMPSTERS, ROLL-OFFS AND <br />PORTABLE STORAGE UNITS - 2"d Reading <br />Mayor Sisk requested a City Attorney introduction. <br />City Attorney Light read Ordinance No. 1537, Series 2008. <br />Mayor Sisk requested a Staff presentation. <br />Planning Director Paul Wood explained two study sessions were conducted <br />relative to the subject in 2007, which lead to the repeal of provisions pertaining to <br />the storage and parking of trailers on private residential lots. In March of 2007, <br />the City Council expressed their desire for a new ordinance to address the extent <br />private property owners would be able to park and store detached trailers, <br />campers, and boats on private residential lots. <br />City Council conducted a public hearing on the ordinance on June 17tt' and <br />continued discussion to July 1St for the purpose of incorporating two specific <br />second reading amendments into the ordinance. The changes reduce the <br />number of regulating criteria from nine to five. The amendments are as follows: <br />
