City Council <br />Meeting Minutes <br />August 19, 2008 <br />Page 11 of 18 <br />with the AH Flood Designation, the lowest habitable floor shall be elevated to <br />elevation of 5,332. <br />Grading: The applicant provided a preliminary grading plan to fill portions of the <br />property to an elevation of 5,336. In order to fill to the extent with the 20-foot <br />wide setback available from County Road, a series of three, 2' high retaining <br />walls are shown. The Fire Marshall has requested the height differential be <br />reduced to allow fire crews to adequately access areas behind the buildings from <br />adjacent roadways. Staff recommended the overall grading plan be revised to <br />limit the extent of fill to the Base Flood Elevation of 5,332. <br />Drainage: An on-site detention pond has been proposed to accept and release <br />all runoff at the historic rates. <br />_Preliminary PUD Development Plan: The request is for approval of 14 townhome <br />units and 5 single family homes on a 52,311 square foot parcel (1.2 acres). The <br />townhome units are located on the north portion of the property adjacent to Elm <br />Street and County Road. The townhomes will be in five separate buildings and <br />designed to look like row houses. Building One and Five have two attached <br />units, Building Three and Four have three attached units and Building two has <br />four attached units. All the structures are designed to be 30 feet in height. The 5 <br />single family homes are proposed on 5 individual lots with lot sizes ranging from <br />3,814 SF to 4,266 SF. <br />Density: The property is located in the Residential Medium Density (RM) zone <br />district, which permits multi-family development at duplex or townhouse <br />densities. The density permitted is one unit for every 3,500 SF of lot area. The <br />applicant is requesting approval of 19 units on the property that measures 52,311 <br />square feet. The maximum density provided for under the RM zoning is 15 units. <br />Staff did not support the proposed density. As a condition of approval, Staff <br />recommended the PUD be revised to eliminate two units from the proposal. <br />Architecture: The applicant provided a mixture of flat roofed structures and <br />pitches. The PUD requests a 30' maximum building height rather than the <br />required 27' building height by the Old Town Overlay. The Planning Commission <br />felt the roof pitches should be compliant with the surrounding neighborhood <br />homes. <br />Access: The applicant plans to utilize the alley for primary access from the <br />townhomes, as well as the single family homes located on Lots 1, 2, 3 and 5. <br />The primary access for the townhomes will be from an internal driveway that <br />obtains access from the adjacent existing alley. Lot 6 will utilize the existing <br />driveway off of County Road for access. The internal driveway has been <br />dedicated as a 20' access easement on the plan. The townhomes will have two- <br />cargarages with access off the internal drive. The alley varies in width from 17.5 <br />
