The applicant plans a 2.5`dedication to <br />the north for adequate fire access. As the alley will be the primary access for <br />Lots 1, 2 and 3, Staff recomrr~ended, the applicant provide sufficient dedication to <br />establish a minimum alley with of 20' for the full length of the property backing <br />the alley. <br />Waivers: The following elements of the proposal would require waivers: Density; <br />Height; Roof pitch; Setbacks; and Lot Coverage/Floor Area Ratio (FAR). <br />The Planning Commission conducted a public hearing on July 10th and passed a <br />motion of disapproval and directed Staff to prepare findings of disapproval for the <br />August 14, 2008 Planning Commission meeting. The findings were approved by <br />the Planning Commission at their August 14, 2008 meeting. <br />APPLICANT PRESENTATION <br />Mr. Garrett Mundelein, 555 County Road, Louisville, CO explained he is the <br />Applicant and Partner of Acme Terrace, LLC. The other two partners are Melissa <br />Vixby and Don Mumford of Austin, Texas. Mr. Mundelein clarified he had <br />detailed conversations with Councilor Dalton but only contacted the other <br />members of Council to ask what they look for in such projects. <br />Mr. Mundelein gave a brief synopsis of the subject property, which was <br />incorporated into the City of Louisville in 1912 by Desiree Parbois, and <br />subdivided between 1912 and 1914. It extended Main Street, added Lots A, B, C, <br />D, the alley and conveyed ownership of private water mains and right-of-ways to <br />the City. The A, B, C and D tracts became 555, 557, and 561 County Road. <br />In 1947, several homes were relocated to these lots and in the sixties the lot <br />known as 561 was turned into a trailer park with eight trailers. The trailer park <br />has since been dismantled. The existing density at 561 was nine units. The <br />houses at 555 and 557 County road pre-dated 1950 and are zoned RM and are <br />within the Historic Old Town Overlay. Four single family units could be built on <br />557 County Road, three single family units on 555 County Road, and eight single <br />family units could be built on 561 County Road. The total use by right for these <br />properties is 15 units. <br />The house at 557 County Road was demolished, while the first of the four single <br />family homes was constructed on the Southwest corner of the lot. The original <br />residence is still standing on 555 County Road and a single family residence was <br />built in 2001 on the rear of the lot. The properties are bordered on the North and <br />East side by commercial zoning. The Old Town Overlay was established to help <br />preserve the Historic look of the original residential areas of Louisville. The <br />subject properties do not have features of a typical residential area nor are the <br />adjacent properties typical historical properties. <br />
