He <br />urged Council to support the agreement. <br />Mayor Sisk suggested an amendment to Exhibit A, which would reference the <br />agreement, is subject to all terms and conditions of the Cooperation Agreement <br />between the LRC and the Louisville City Council. <br />MOTION: Mayor Sisk moved to approve the agreements by and between EDge <br />Consulting Services, LLC and Citiventure Associates, LLC for Urban Renewal <br />Consulting Services, with an amendment to Exhibit A, being subject to the <br />Cooperation Agreement between the LRC and the City of Louisville. Mayor Pro <br />Tem Marsella seconded the motion. Roll call vote was taken. The motion carried <br />by a vote of 7-0. <br />ORDINANCE No. 1539, SERIES 2008 - AN ORDINANCE OF THE CITY OF <br />LOUISVILLE, COLORADO CONSENTING TO THE IMPROVEMENT OF <br />PROPERTIES WITHIN THE CITY BY THE COUNTY OF BOULDER, <br />COLORADO, FOR RENEWABLE ENERGY SYSTEMS AND ENERGY <br />EFFICIENCY PROJECTS; AND PROVIDING AN EFFECTIVE DATE - 1sT <br />READING -SET PUBLIC HEARING 09/02/2008 <br />Mayor Sisk requested a City ,Attarney introduction. <br />City Attorney Sam Light read Ordinance No. 1539, Series 2008. <br />MOTION: Mayor Sisk moved to approve Ordinance No. 1539, Series 2008 on <br />first reading, ordered it published and set a public hearing for September 2, 2008, <br />seconded by Councilor Clabots. All in favor. <br />AUTHORIZATION TO SOLICIT PROPOSALS FOR SINGLE STREAM <br />MANDATORY RECYCLING AND REFUSE COLLECTION <br />Mayor Sisk requested a Staff presentation and requested the emails received <br />relative to this issue, be made a part of the record. <br />Public Works Director Phare explained the 2008 City Council Goals included a <br />plan for implementing a single stream mandatory recycling and one contract <br />trash hauler. The issue has been discussed at Council Study Sessions and a <br />public meeting was held for comment from City residents. Staff recommended <br />the City solicit proposals for the refuse collection and recycling services in order <br />to identify cost and related factors associated with such a program. The draft <br />Request for Proposals (RFP) includes the following major elements regarding <br />refuse and recyclable collection service: <br />• Refuse will be collected every week and recyclables every other week. <br />
