City Council <br />Meeting Minutes <br />August 19, 2008 <br />Page 6 of 18 <br />• Refuse will be charged on a "pay as you throw" basis. Recyclable <br />collections will be done at no additional charge. <br />• To fully evaluate various options, the RFP requests pricing under two <br />scenarios: Contractor provided recycling containers and City provided <br />recycling containers. <br />• Refuse billing will be done by the City through its existing utility billing <br />system. <br />• Collection of yard waste will be done at an additional cost and is an <br />optional service. <br />• Revenue received for recyclables will be the City's. <br />• The contract is for one year with options to renew for two to four additional <br />years. <br />Public Works Director Phare requested three changes to the RFP: 1) Changes to <br />the sizes in waste bins; 2) Revisions to Sec 3-6 eliminating the three days <br />collection provision and requesting a minimal number of collection days and <br />allowing the vendors to decide how many days they need to make collections; 3). <br />Change to the proposal contract to extend the contract 3 and 5 years, subject to <br />budget considerations. <br />He summarized the comments at the open house and from the emails received: <br />29 were in favor, 1 in favor via fax from the Sierra Club, and 2 were in opposition. <br />He noted there was a question posed in the citizen survey relative to the refuse <br />proposal and 78% of those who responded were in favor. If the RFP is approved, <br />the Public Works Department will hold a public meeting to respond to vendors' <br />comments and concerns. <br />PUBLIC COMMENT <br />Michelle Smith, 389 Juniper Street, Louisville, CO explained when she and her <br />husband moved to Louisville they were surprised the City did not have a <br />recycling pickup service. She supported the proposal. <br />Dianne Barney, 1100 Jefferson Avenue, Louisville, CO noted her trash is picked <br />up in the alley. At one point the trash hauler decided not to pickup trash in the <br />alley, but received so many complaints from their customers, they decided to <br />continue alley service. She preferred to have her own choice of trash haulers. <br />Bryce Isaacson, Western Disposal, 5880 Butte Trail Road, Boulder, CO stated <br />the trash hauling service providers have been shut out of the City's process. He <br />stated Eco-cycle has been a driving force in the proposal and will directly benefit <br />from a single hauler contract. He stated trash removal is one of the smallest bills <br />a homeowner will have. He stated both Western Disposal and Town & Country <br />Disposal have served the City of Louisville for over 30 years. He requested the <br />
