City Council <br />Meeting Minutes <br />September 16, 2008 <br />Page 4 of 9 <br />• Alcohol can be served no more than 4 hours per day or no more than <br />15 days per year. <br />• Attendance must be limited to 250 persons when complimentary drinks <br />are served. <br />• A local licensing authority may reject a permit application if the applicant <br />fails to establish it can offer drinks without violating the law or creating a <br />public safety risk. <br />• Permits are subject to disciplinary proceedings generally in the same <br />manner as other licenses. <br />• The separation requirements applicable to liquor establishments near <br />schools do not apply. <br />The Authority proposes a local fee of $25.00 and an application fee of $25.00 <br />Mayor Sisk requested public commE;nts and hearing none, closed the public <br />hearing. <br />MOTION: Mayor Pro Tem Marsella moved to approve Ordinance No. 1541, <br />Series 2008, seconded by Councilor Dalton. Roll call vote was taken. The <br />motion carried by a vote of 6-0. Absent: Councilor Yarnell. <br />TAKODA METRO DISTRICT <br />PUBLIC HEARING ON PROPOSED TAKODA METRO DISTRICT <br />RESOLUTION No. 44, SERIES 2008 - A RESOLUTION REGARDING THE <br />ORGANIZATION OF THE TAKODA METROPOLITAN DISTRICT IN THE CITY <br />OF LOUISVILLE, COUNTY OF BOULDER, STATE OF COLORADO <br />Mayor Sisk opened the public hearinig and requested a Staff presentation. <br />City Attorney Light explained this is a continued public hearing from September <br />2~d Resolution No. 44, Series 2008, is a resolution of approval, should City <br />Council elect to approve the Takoda Metropolitan District. He explained the <br />Service Plan has been resubmitted to address the concerns presented by <br />Council at the September 2~d meeting. He reviewed the following changes to the <br />proposed Service Plan: <br />• Provide an alternative to refunding the funds reserved for regional <br />improvements if the City has not used those funds within 10 years. <br />• Ensure the disclosure to purchasers clearly shows that public <br />infrastructure is financed through the Metro District and the property will <br />be subject to higher property taxes. <br />• Increasing the maximum allowrable mill levy from 45 to 50 mills. <br />
