Open Space Advisory Board <br />Minutes <br />August 9th, 2017 <br />Page 3 of 6 <br />interim City Manager (Heather Balser) listed potential City staff positions for Council <br />and the Open Space Ranger/Naturalist position proposed by OSAB was discussed and not <br />removed at the time although the Open Space Natural Resource Position was removed. <br />Jeff observed that the way that Heather and the way OSAB have talked about the Ranger <br />position didn't sound quite the same. He thought OSAB might want to make sure <br />everyone is on the same page about the job description before discussion goes much <br />farther. Helen expressed her concern that the September study session has been just <br />announced and she wasn't sure OSAB was ready to discuss. Ember suggested a tiger <br />team to prepare for the September meeting or trying to reschedule for October. She <br />asked Jeff if there was a list of topics that City Council is interested in discussing because <br />she thought the intent of the meeting was for a staff zoning update. Jeff added that this is <br />the second year of the City Council's two-year budget process, and the second year is <br />supposed to be small tune-ups to the budget, not large changes. The major changes <br />should occur next year for 2019. <br />C. Graeme asked for an update on the status of the Mayhoffer property. <br />According to Jeff the purchase contract has been approved by the County Commissioners <br />and the property owners. It still has to be approved by the Louisville and the Lafayette <br />City Councils. <br />VII. Public Comments on Items Not on the Agenda - <br />A. Mark Kathcat (1763 Sweet Clover Lane). He has lived in the North End <br />neighborhood for 15 months and serves as the resident representative for the HOA. <br />There has been recent discussion about the lack of a children's playground within <br />walkable distance of the neighborhood. Residents are dismayed that there wasn't one <br />incorporated into the original neighborhood plans. They have formed a committee to <br />look into creating a playground in the area. They have identified five potential locations <br />(a few are within Hecla Lake on Open Space property, a few are on HOA property) that <br />they feel may be suitable for a children's playground. They have been in touch with Joe <br />Stevens, City Council members, and with the PPLAB. Their current short-term objective <br />is to raise money themselves for a playground. There is a pocket park on the north east <br />side of Helca Lake and a passive play area to the north, neither has a play structure. The <br />residents do not find these adequate. Mt. Kathcat wanted to let OSAB know about his <br />committee's intentions. Hecla Lake is owned by the City. It has been recommended to <br />be formally designated Open Space (not the pocket park parcel). OSAB has historically <br />always supported Hecla Lake being a bird sanctuary. <br />Graeme asked if there was any land set aside for parks in the plan for the King <br />Soopers Plaza redesigns. Jeff answered no. Jeff commented that 15% of land has to be <br />dedicated during a development, such as the North End development. He thought a lot of <br />that land dedication might have been put into Helca and the trails. Laura observed that <br />the underpass at Highway 42 along the Lake to Lake Trail would connect the North End <br />neighborhood to the proposed playground at the new Kestrel subdivision. She asked Mr. <br />Kathcat whether that might be enough to satisfy residents. He thought it might be. <br />VIII. Discussion Item: Results of 2017 Bird Survey <br />Presented By: Jerry Powell, Wildlife Specialist LLC <br />Jerry did avian surveys in June at Coyote Run, Warembourg, and Daughenbaugh. <br />4 <br />
