We are not <br />dealing with percentages, but how are we assuring that we are operating <br />at a safe level, and what is that? Kasch and Mr. Allen discussed <br />this item, regarding percentages, demand, heavy loads, reserve, etc. <br />Cussen: I have faith thiat the community will rally and assist in <br />this crisis. We are looking at staff recommendation of using voting <br />Ward's rather than circle, diamond, squares. This will be a better <br />distribution. I was very concerned when the water dropped to a danger- <br />ously low level in the t;ank, and we did not have a plan to notify <br />the people. <br />Kasch: Ward 1, 2, 3, and the 4th day no one waters. Only thing we <br />can do at this point is try this plan. There will be tank draw, but <br />when the watering hours are over, the tank will come right back up. <br />Susan Morris: What is t:he backup system? If after a week we get <br />all the facts and figurE~s in„ and it is still not looking good, <br />where do we go from there? <br />Kasch: That was the purpose of the mortarium, to recover water and <br />start restrictions~~ and there is no guarantee to this plan, but <br />if there is compliance and good common sense, the off day in be- <br />tween will get us a recovery period. With no lawn irrigation, the <br />recovery was fantastic, and the quality excellent. <br />Susan. Morris: I feel comfortable with the proposed 3 day water-4th <br />day off. Where do we st;art? Some may go 8 or 9 days without water. <br />Limit new lawns, on building permits, and those being built right now, <br />wait until fall. Give citizens straight facts and direct information. <br />Businesses should be informed, all the plantings on private businesses, <br />ie, Neodata, Pine Street; Plaza, etc. <br />Luce: I am still dubious that we can achieve a 33% savings, I hope <br />I'm wrong. Problem is ghat when you begin having shortages, you get <br />a scarcity mentality. Some water too much. This needs to be corrected <br />thru an education program. Will this plan work..we don't know. It <br />will take at least a weE~k or so to find out. I'm a little reluctant <br />to put another piece of information, with plans made around that, <br />and a week later we must: send out another plan. What does go out at <br />this time should be correct and not be revised a week later. How are <br />we going to enforce the 3 week period on new sod? Long-range water <br />
