Growth planning is <br />appropriate, we have service problems that go beyond just delivering <br />water, ie, sewer plant riot at capacity, roads which are over-loaded, <br />swimming pool which is over-crowded, etc. Council needs to address <br />this for a long-range. When this council came in, we were told <br />the services were available, and now we need to question these <br />assumptions. City attorney needs to work with the Planning Dept. <br />and come up for the first reading an ordinance to require all new <br />building in the City to have flow restriction devices, which would <br />limit domestic use of water, ie, showers, toilets, etc. Fact sheet <br />needs to be discussed, immediate and long range, in terms of educating <br />both water restrictions and corporate plannings, etc. <br />Leary: I want to talk about the fact sheet. Good idea, but what <br />facts are we going to represent? We can factually state where we <br />are, but not at this time, state how we got here. Many different <br />opinions on that, and to make sure it is a fact sheet and not a political <br />philosophy sheet, I think that should be kept out of it. Karl...on <br />the car washing operators questions, we have not addressed that and <br />need to. This is complicated issue and this is related to someone <br />who is trying to make a living. This needs attention. We need to <br />address new lawns today and tomorrow and what the maximum gap would <br />be, 8 or 9 days. <br />Discussion among the council members and Kasch regarding the actual <br />days and hours to each ward.as follows: <br />Monday, Ward ~' & 3, 6 AM to 8 AM. Two hours only <br />Monday, Wardl, 7 PM to 9 PM, Two hours only <br />Tuesday, NO watering <br />Kasch urged council memt~ers to stay with the hours and the days and <br />the day off schedule until the construction work is totally completed. <br />Perhaps an hour could be added in September. <br />Johnson: The key to thi'swhole thing is to educate the people on <br />the proper way to water. <br />Mayor Meier said the car• wash operators were asked to curtail their <br />operations; if the citi~:enscauld not water their lawns, then how come <br />the car wash companies c:an operate, therefore they were shut down. <br />This cannot be done on a permanent basis. <br />Leary: How much water does a car wash use? Kasch: That would have <br />to come from the meter readings. <br />Mayor: How about requesting they limit their hours to a reasonable <br />time limit. I don't think we can determine this today. <br />Leary: Table this until Tuesday, and hopefully we will have some data. <br />New lawns: Enforcement could be a problem. If this begins Monday, <br />they should be allowed .s week permit. <br />Curt: You want a permii: issued to all new lawn owners for 3 weeks? <br />
