It <br />i~~ fees collected for the purpose of our <br />water system. <br />Mr. Farland stated that unless things have <br />cYianged there must be a special heaven be- <br />cause that money had to come from somewhere <br />and unless our system has changed in this <br />country, it came from some. source of revenue <br />ire the form of taxes . <br />Councilman Leary stated there is a difference <br />between a tax and a fee. A fee you have <br />to collect and spend on what it was collected <br />for. A tax is collected from the general <br />public for general purposes. If we don't <br />spend it on water here - we spend it some- <br />where else on the water system. His point <br />was that the City has through their fee <br />collection system a flow of cash that will <br />allow us to complete our system so we are <br />not in a position here getting this land <br />fx-ee is necessary financially on the water <br />system. <br />Councilman Luce Commented that he felt Mr. Farland made some <br />excellent points. He certainly concurred with <br />what he stated relative to the need to provide <br />a broad range of housing opportunities. Mr. <br />Luce stated that he wished that were the only <br />i:sue. He had had an opportunity to check <br />out the proposed builder and he does have <br />ari excellent reputation. Mr. Luce!s con- <br />concern was not whether or not the community <br />would be getting both some needed and fine <br />housing, the problem that he has i~ that <br />iri the area where they are proposing to build <br />i:~ an area that the City has defined as not <br />dE~siring or not able to provide urban ser- <br />v_Lces - certainly not designed to provide <br />those services. Secondly there is the issue <br />oi= the comprehensive plan. His problem is <br />that Council gets in the position of liking <br />one thing and not another thing and they <br />start making exceptions to a particular policy. <br />In one instance that maybe fine, then the <br />problem that you have later is that once <br />
