He <br />can ask for Council to break those policies <br />and they are in a bind when they want to <br />say no. <br />Mr, Farland stated that he had just come <br />from New Mexico and it took the Mayor, <br />Governor, State Senators and the whole <br />community decided they wanted this thing. <br />BE:cause they were going to bring a good <br />economic base to the community - high tech- <br />nology. They were going to bring good <br />pE~ople out there who were needed and wanted <br />iri that area with a great deal of expertise, <br />ar.~d so the community decided they would do <br />something that has not been done before. <br />They all got together and decided that this <br />ways for the benefit totally of all the citizens <br />iri the community and he was certain that there <br />were a lot of plans that were pushed aside <br />and made-room for. Mr. Farland stated that <br />Councilman Luce's point was well taken. He <br />felt that in this particular case he didn't think <br />these people were coming in saying - we <br />want to build 31 homes. He thought what <br />they were saying was that they would like <br />to~ build 31 homes and we have some exchange. <br />In. addition to the expansion of the reservoir <br />which he felt was significant, the City is <br />also meeting some of the requirements of <br />the people; because the balance of that <br />property is in the area of Boulder County <br />and the City. And when they went to talk <br />with them the piece that they are looking for <br />is part of the property that is going to <br />be donated and as a matter of fact that <br />property will be donated when it is annexed <br />to Louisville and Louisville will then have <br />that opportunity to dispose of it in any <br />manner it wishes whether it is by selling <br />it to Boulder or Boulder County. He felt <br />in this particular case we are talking <br />about some exchange and he thought it was <br />unusual. He didn't think that everyone <br />coming in would have to deal with the reser- <br />voir. So Mr, Farland felt that in many cases <br />there could be a cast in concrete plan and <br />life could get pretty dull and there wouldn't <br />be any need for people such as he or people <br />to sit on council. These are the challenges. <br />
