6,/18/84 Page -6- <br />what familiar with it and were here with <br />a formal proposal to "test the waters" <br />to see if Council would give them the <br />g?reen light to proceed. <br />Councilman Leary Summarized the annexation policy, stating that <br />Council is not annexing any land beyond 10 <br />acres, with 2 units on them, at this time; <br />unless there is a compelling benefit to the <br />City. This proposal certainly does not <br />meet the first criteria and before Council <br />would refer it to the Planning Commission <br />would be -whether they feel there is enough <br />compelling benefit to place it in the pro- <br />cf~ss. <br />Mir. Ochsner reiterated one of the major <br />compelling benefits would be the land given <br />to the city to expand the Louisville Reservoir. <br />Councilman Luce Commented in his recollection of the topo- <br />Home Sites graphy of the area is that all of the <br />potential houses, under discussion, is after <br />that area that begins to drop off at the <br />mE=_sa? <br />Mr. Ochsner stated if he understood Council- <br />man Luce's question - it would be below the <br />area where it drops off - no, it would be <br />up above and staging into the area before <br />iii drops off. Mr. Haas stated it was basi- <br />c<~lly flat on the top so that the Reservoir <br />could be expanded, and the land behind <br />Continental View would be additional land <br />that would be given to the City, so that <br />you could have the green-belt, park, tennis <br />courts - whatever the City wanted. Then <br />as you go to that ridge then there would <br />be houses on both sides - on the left side <br />they would all be ranch style and would <br />a`Jerage $250,000 - $300,000. On the other <br />side we would place them so that nobody's <br />view would be obstructed. <br />Councilman Luce stated his concern was <br />that the City had drawn a line in terms <br />o:f where it is willing to provide services <br />up as far as the plateau of the mesa and <br />wlhen it begins to drop off, then from our <br />prospective that's not desirable to provide <br />s~=_rvices beyond that. <br />
