(Ex:HIBIT A) <br />The prospective developer submits a "General Development Plan" for <br />the entire property to the City for approval - accompanies the <br />zoning change request. <br />The overall development plan and related land use elements are establih- <br />ed at the outset (ie) Planning Areas, in the case of Homar, Retail/ <br />Office - mixed use; Residential (single family and multi-family, <br />1200 units) and public use and, open space designations are shown <br />along with the major streets. <br />Individual sections of the plan are submitted to the City for approval <br />as the development is built oust. Also, there are provisions for <br />plan modifications that may not affect overall densities and/or re- <br />lated land. use elements that must be approved by the City before <br />changes can be made. <br />Also, in the phases of the project, the developer may likely draw <br />up a set of regulations to suF>plement the City's zoning, subdivision <br />and PUD regulations. They may specify building restrictions, reserva- <br />tions, covenants, etc. which apply to individual Planning Areas and/ <br />or properties. <br />In short, the General Development Plan gives the City an overall idea <br />of the proposed development and the allowed uses by Planning areas <br />before development can occur. <br />Detailed plans. and specifications accompany each phase of the develop- <br />ment which is essentially conatrolled by the Planning Area given in <br />the General Plan approval by 'the City. <br />SPECIFICS <br />The City is provided a unique opportunity which assures the Homart <br />Development PCZD Plan will be approached in a comprehensive planning <br />manner coupled with a total aommittment agreement on the part of the <br />developer. <br />More often than not, many developers annex and zone„ parcel property <br />to land. brokers., and the result-is a fragmented and non distinct <br />zoning land us e. pattern. that results. This proves to be extremely <br />undesirable for the community. <br />In short-, the Homart proposal offers the City the following advantages <br />as compared to the existing zoning on the property. <br />1) A single zone district and accompanying land use plan for <br />community control of tY:~e area. <br />2) A logical land use arar.~gement for residential, commercial and <br />open space which are caipatible and mutually reinforce adjacent <br />land uses. <br />3) A desirable traffic circulation plan that offers convient access <br />to all parcels. <br />4) A set of design guidelines which supplement the City zoning and <br />subdivision regulations for quality control development. <br />Finally <br />5') A financial commitment and assurance that. the developer is in <br />to stay and has agreed to work with the City in lessening the <br />general fund deficits :Lncluding the phasing. plan and major capi- <br />tal project plan for right-of-ways, utilities and public facili- <br />ties . _. <br />
