4/17/84 Page -15- <br />STAFF PRESENTATION DirE:ctor Rupp advised that the site was <br />located in the southwest portion of the City <br />near- US 36 and McCaslin Blvd., consisted of <br />approximately 882 acres; present zoning is <br />Agricultural, Residential Estate and Com- <br />mun:Lty Commercial., He then depitcted the <br />various zoning categories on the wall map. <br />The applicant's request is to rezone the <br />property to a single Planned Community Zone <br />District to accomodate a high quality multi- <br />use development. Mr. Rupp stated the pro- <br />visions to consider and the advantages of <br />the Planned Community Zone District in <br />conitrast to the existing zoning on the property. <br />(At~~tached as Exhibit A). In terms of per- <br />centage the old plan offered 5% office, <br />new plan represents 21% office; commercial <br />which does not include the mixed-use commer- <br />cial represents .3% in the new plan - in <br />the old plan it was 15%. The mixed use <br />represents 8%. Residential in the old <br />plan is 30% and in the new one is 23%. The <br />old plan showed 48 % - the new plan 47.7 % open space <br />which included the rights-of-ways. <br />ADMINISTRATOR LEON WURL Commented on the differences in the new plan <br />and. the December 6, 1983 plan. Referred back <br />to his original memo written to Council en- <br />titled "Areas of Concern." Administrator <br />Wurl stated one of the major differences in <br />the. December 6th plan and this one, which <br />was one of the major concerns of the Council, <br />Phasing was the phasing of the development. In the <br />new agreement there were several pages that <br />dealt with this concern. Both Homart and <br />staff feel that agreement has been reached <br />now in terms of the phasing. A phasing plan <br />hay; been worked out with a reduced number of <br />permits to better coincide with the Council's <br />plan of building permits to be issued each <br />year. <br />Deficit Another major concern was the amount of the <br />deficit generated on the part of the City's <br />general fund by the utilization of growth <br />do]_lars in funding our day to day activities <br />in the general fund. This has been addressed <br />in the new agreement. Provision has been <br />made for the establishment of an account <br />on which the City can draw from that is basi- <br />cally 4 times the amount of the deficit from <br />now until 1990 and provision has been made <br />foe- an extension for 2 more years but not <br />
