He further stated <br /> thai~ if the Court did rule against the City, <br /> it nnight depend on what the specific ruling <br /> was as to whether later policies would fit <br /> or riot. Stated it was impossible to answer <br /> that: right now. <br /> Mayor Pro-tem Leary commented he felt that <br /> the small parcel issue was being dealt with <br /> at this time. He felt the large annexation <br /> policy should be the current one. <br />ARBOR DAY - MAYOR's Cour.~cilmembers had a copy of the proclamation <br />PROCLAMATION and Mayor Pro-Tem Leary read it in its entirety <br /> then presented it to Director of Community <br /> Services Hioco. Motion carried <br /> unanimously. <br />DISCUSSION C-470 HIGHWAY <br />Mayor pro-tem Leary stated that as a member <br />of_ the Boulder County Consortium of Cities <br />he had received a communication from Chair- <br />woman Josie Heath notifying the City that <br />the Commissioners are considering, Thursday <br />afternoon, April 6th, at 2:00 P.M., the <br />C470 Highway issue and the County and Munici- <br />palities participation in the study. The <br />purpose of the meeting is to determine two <br />issues - one is what participation should <br />be a:nd two, whom should represent the County? <br />Council had passed an 8 point motion at <br />their February 7th meeting which said we <br />would support the study if these issues were <br />addressed. Mr. Leary had seen the proposed <br />st.ud~y and in his judgment the need phase of <br />it. sc=_emed very vague and would not address <br />the concerns that we have. The general spokes- <br />men :Eor all cities that spoke generally were <br />opposed to the whole idea of another inter- <br />statE_ in the City. Speaking were Longmont, <br />
