4/3 /84 <br />Page -8- <br />more appropriate when working on a parcel <br />such as this to allow the zoning; but only <br />if the person has the desire of building <br />their own home, then as part of the annexation <br />agr~ement extending the moritorium on further <br />development until sometime in the future the <br />moritorium is lifted and then come in for <br />the P.U.D. process. Mr. Leary suggested it <br />might be good to take this, after further <br />discussion, have it reviewed by staff and <br />ana:Lyze it and come back with a recommendation. <br />Attorney Rautenstraus concurred with Mr. <br />Leary's suggestion, stating that he would <br />likE~ to be able to review it to see how it <br />ties into our existing situation. Also, <br />how each point tied in. <br />Councilman Luce Commented that he did not think the intent <br />was to penalize anyone who owns land that <br />was seeking to annex to the City. But rather <br />if ~~omeone wished to annex to obtain City <br />watE~r and add a second unit for a member of <br />the family that would be permitted. What we are <br />t:ryi.ng to discourage is people that have a <br />parcel of land that they want to intensely <br />increase the use of the land by building a <br />significant number of units. He felt the <br />general itent was to accommodate individual <br />housing units as opposed to subdividing and <br />up-zoning the property. This is the reason <br />why the applicant is being asked to state <br />the use of the land when an application is <br />made for annexation. <br />Mayor Pro-tem Leary and Council discussed <br />each of the 6 points suggested by Council- <br />members Morris and Luce. <br />1. Council and staff concurred. <br />2. Staff to review the use of the. land <br />to be annexed. The intent was to prevent someone <br />coming in from 45 days to 2 years later and <br />changing the density or zoning as orginially <br />agreed to with the annexation application and <br />zoning. - <br />3. 'This point applied to in-fill and con- <br />tiguous land - staff and council concurred <br />on t:he intent. <br />4. Council and staff concurred on this item. <br />5. .Commercial and industrial land was dis- <br />cussed in conjunction with this and item 6. <br />A special review use or public hearing would <br />be. held should the application for undeveloped <br />
